Nghe An Newspaper interviewed Colonel Nguyen Sy Hoi - Member of the Provincial Party Committee, Commander of the Provincial Military Command
PV: Dear comrade, every time December 22nd comes, joy and pride not only come to the soldiers but also surge in the hearts of every citizen, especially the armed forces and the people of Uncle Ho's homeland. Could you please tell us a few features of the golden history of the Nghe An armed forces?
ComradeNguyen Sy Hoi: From the revolutionary high tide of 1930 - 1931, the peak of which was the Nghe Tinh Soviet, the Red Self-Defense Force was born and from the beginning affirmed its important role and position in protecting and being the core of the struggle of the working class and peasantry. As a part of the national armed forces, the Nghe An armed forces are honored and proud of the revolutionary fighting tradition of the nation, the army and the heroic Soviet homeland.

Generations of cadres and soldiers who are children of Nghe An homeland have participated in combat, served in combat and worked, no matter where they are, in Vietnam or on the battlefields of neighboring countries, they have always maintained and promoted the indomitable tradition of their homeland, establishing many glorious feats. Many comrades have become heroes and brave soldiers whose names will forever be engraved in every glorious page of history of our nation and our army, forever a shining symbol of revolutionary heroism. They are brilliant flowers, forever blooming the heroic tradition of our homeland and the Vietnamese people.
PV: Could you please review the outstanding achievements of the provincial armed forces in 2011?
ComradeNguyen Sy Hoi: In 2011, the Provincial Military Command stepped up its advice to Party committees and authorities at all levels on policies and guidelines, advice on force building, and development of plans. The Provincial Military Command presided over and coordinated with the police and border guards to advise the Provincial Party Committee on a specialized resolution on leadership and implementation of national defense and security tasks for the 2011-2015 term; advised on the establishment of the Provincial Defense Zone Council (DPC); drafted the Regulations on construction and operation in the DPC. In particular, it advised the Provincial Military Service Council to direct the 2011 military examination and recruitment, ensuring the target of 100% for 12 units of the Ministry and the Military Region.
Advised on the establishment of a steering committee and organized a KVPT exercise for 3 districts and towns with good results; organized an online conference to summarize 10 years of national defense and security education work; summarized the project to train military commanders of communes, wards and towns for the period 2004-2010 and approved the Project to implement the Law on Militia and Self-Defense and the Project to Train Military Commanders of Communes, Wards and Towns for the period 2011-2015 and the following years. Regarding military rear policy work, during the year, 334 million VND was allocated from the local budget to visit and give gifts to 68 units, 25 policy families, 253 families with children working in Truong Sa and Border Guard Team K on the occasion of Lunar New Year; officers and soldiers of the provincial armed forces contributed 722,375,000 VND to various funds.
In peacetime, vigilance and combat readiness (SSCD) are still the greatest and most important responsibilities of every officer and soldier in Uncle Ho's homeland. Regarding military work, the entire provincial armed forces regularly maintain strict SSCD duty regime; proactively grasp the situation, promptly advise and effectively handle security and order situations in the area; coordinate with forces to ensure absolute safety for units and areas; direct fire prevention and fighting work, help people overcome the consequences of storms and floods. Many activities and tasks are still well ensured during the year such as: Supplementing and completing the SSCD document system, SSCD plans to protect holidays, Tet, the 11th Party Congress, National Assembly and People's Council elections at all levels; hosting the Military Region's Fire Prevention and Fighting Sports Festival; summarizing 5 years of combat training in the period 2006 - 2010.
PV: In 2012, what goals and directions of activities will the provincial military focus on, comrade?
ComradeNguyen Sy Hoi: In 2012, the Party Committee and leaders of the Provincial Military Command clearly identified key tasks and specific targets and objectives. Closely following political tasks, advising the Party Committee and government to lead and direct the implementation of local military and defense tasks, focusing on advising on KVPT drills in the districts.
Organized the burial of martyrs' remains in 2 phases (reaching 100% of the target assigned by the superior; 62/62); assigned troops to reach 100% of the target, good quality. Advised on the issuance of the Project on Building Military Positions in Defense Zones; Regulations on Building and Operating Military Zones at all levels; approved the plan to build ATLC-SSCĐ facilities; implemented the project to improve the quality of Militia and Self-Defense Forces; Project on Building Maritime Militia Force and Building a New Border Militia Squad; Building Combat Works.
Continue to promote and improve the quality of Party and political activities in the provincial armed forces; continue to organize the study, seriously grasp and successfully implement the Resolution of the 11th National Party Congress, the Resolution of the Party Congresses at all levels, the situation and tasks of the Nghe An armed forces; improve the quality of political and ideological education; properly and fully implement the content and time according to the program.
To be worthy of the tradition of the army, homeland, country and the sacrifice of comrades and compatriots, each cadre and soldier of Nghe An Armed Forces is determined to further promote the heroic Soviet tradition and the qualities of "Uncle Ho's soldiers"; to be diligent and frugal in building the army and the country; to ensure that our army will forever be a political force, a loyal and trustworthy fighting force of the Party, State and people, a great school for training and nurturing the young generation, contributing worthily to the great revolutionary cause of the country.
