Previously, on the afternoon of December 7, the delegates of the 18th Provincial People's Council divided into 4 groups to conduct discussions. The majority of delegates basically agreed with the report of the Provincial People's Committee on the results and some shortcomings and limitations in implementing the socio-economic development tasks in 2021 and the socio-economic plan for 2022.

Some delegates suggested clarifying the solutions to prevent and control the Covid-19 pandemic in the new situation to ensure conditions for socio-economic development; promoting administrative reform associated with digital transformation and promoting investment attraction in the area; determining overall goals to have a basis for implementing 3 key economic regions, especially the Western region.

In the economic field, delegates requested the Provincial People's Committee to correctly and specifically assess the difficulties and have solutions to remove obstacles for people and businesses. Continue to strongly improve the investment and business environment in a practical and effective manner; Attract many large projects, projects that create momentum for the province's economic development, and projects that employ a lot of labor; Strengthen inspection, examination and supervision of mineral resource management.

Some delegates also said that the implementation of Resolution No. 88/2019/QH14 of the National Assembly: Approving the Overall Project for Socio-Economic Development of Ethnic Minority and Mountainous Areas for the 2021-2030 Period is still slow. The Provincial People's Committee is requested to propose to the Central Government to implement it soon. Investment in clean water sources for daily life is still limited, the scale is still small, not ensuring the source of daily water for people in mountainous areas; upgrading and expanding National Highway 48.

In the field of culture and society, the delegates of the Provincial People's Council requested the Provincial People's Committee to pay attention to speeding up the construction progress of the eternal ecological cemetery park project in Hung Nguyen district, meeting the needs of the people. The Department of Education and Training is concerned about the quality of online learning at all levels and solutions to ensure the safety of teachers and students when attending classes in person.

In particular, delegates spent a lot of time discussing solutions to support and solve employment for workers affected by the Covid-19 pandemic. Delegates said that it is necessary to improve the quality of vocational training; have policies to support loans for workers to easily access; provide short-term vocational training to solve immediate employment for workers; organize connections between workers and businesses; improve and expand economic models and cooperatives to attract local workers...

The delegates also agreed and highly appreciated the activities of the Provincial People's Council and the flexible, agile, drastic and effective leadership and direction of the Provincial People's Committee, contributing positively to the results achieved in 2021.

Regarding the draft Resolutions submitted to the session, the delegates basically agreed on the quantity, content and format. The delegates highly appreciated the preparation of the draft Resolutions by the Provincial People's Committee, the review work of the Standing Committee and the Provincial People's Council Committees. Through discussion, some issues that the delegates were concerned about were explained, supplemented and clarified by representatives of the Provincial People's Committee, departments and branches.

Delegates actively participated in discussing the draft Resolution amending and supplementing a number of articles of Resolution No. 22/2019/NQ-HDND dated December 12, 2019 of the Provincial People's Council on the number, titles, allowances, regimes and policies for part-time workers and other subjects in communes, wards, towns and hamlets, blocks and villages in the province; Resolution promulgating Regulations on a number of policies to support agricultural and rural development in Nghe An province for the period 2022-2025...
