Merge and establish the Government's Steering Committee for Crime Prevention and Control

Prime Minister signedDecisionMerge the Steering Committee for the Action Program on Prevention and Control of Crimes of Trafficking in Women and Children and the Steering Committee for the Implementation of the National Target Program on Crime Prevention and Control into the Government's Steering Committee for Crime Prevention and Control (referred to as Steering Committee 138/CP). Steering Committee 138/CP is headed by Deputy Prime Minister Nguyen Xuan Phuc.

3 Deputy Heads of the Steering Committee include: Minister of Public Security (Permanent Deputy Head); invite 1 Vice Chairman of the Central Committee of the Vietnam Fatherland Front; Deputy Minister of Public Security in charge of Crime Prevention and Control Police.

Members include: Deputy Head of the Government Office; Deputy Head of the Central Party Office; Deputy Ministers: Ministry of National Defense; Ministry of Finance; Ministry of Planning and Investment; Ministry of Home Affairs; Ministry of Justice; Ministry of Labor, War Invalids and Social Affairs; Ministry of Culture, Sports and Tourism; Ministry of Information and Communications; Ministry of Industry and Trade; Ministry of Education and Training; Ministry of Foreign Affairs; Ministry of Science and Technology; Deputy Governor of the State Bank of Vietnam; Deputy General Director of Vietnam Television; Deputy General Director of Voice of Vietnam; Director General of the General Department of Crime Prevention and Control, Ministry of Public Security.

Invite representatives of the Supreme People's Court, the Supreme People's Procuracy, the Northwest Steering Committee, the Central Highlands Steering Committee, the Southwest Steering Committee, the Vietnam General Confederation of Labor, the Central Committee of the Ho Chi Minh Communist Youth Union, the Central Committee of the Vietnam Women's Union, the Central Committee of the Vietnam Farmers' Union, and the Central Committee of the Vietnam Veterans' Association to participate as members.

Assisting the Steering Committee 138/CP is the Standing Office for Crime and Drug Prevention and Control located at the Ministry of Public Security and an Interdisciplinary Expert Team consisting of leaders of Departments and Bureaus under the Ministry and sector participating concurrently.

Steering Committee 138/CP is responsible for assisting the Prime Minister in directing, inspecting, urging, and guiding ministries, branches, organizations, and People's Committees of provinces and centrally run cities to implement Directive No. 48-CT/TW dated October 22, 2010 of the Politburo on strengthening the Party's leadership in crime prevention and control in the new situation; Resolution No. 09/1998/NQ-CP dated July 31, 1998 of the Government on strengthening crime prevention and control in the new situation; Decision No. 282/QD-TTg dated February 24, 2011 of the Prime Minister promulgating the Plan to implement Directive No. 48-CT/TW; the National Target Program on Crime Prevention and Control and the Action Program on Prevention and Control of Human Trafficking Crime approved by the Prime Minister.

Steering Committee 138/CP directs the coordination of functional agencies and forces to combat dangerous criminal gangs operating in many areas, serious and complicated cases related to security, economy, social order and safety to protect national security, maintain social order and safety, fight negativity and corruption, and ensure that the law is strictly and uniformly enforced.
