After June 10: Penalties for vehicles with foreign and diplomatic license plates that do not comply with regulations
After June 10, the Ministry of Public Security will conduct inspections. If vehicles with diplomatic or foreign license plates are found to be used in violation of regulations or not following procedures to revoke vehicle registration or license plates as prescribed, strict action will be taken.
The Department of Road Traffic Police (Ministry of Public Security) has just issued a notice: From April 10 to June 10, individuals and organizations that are managing and using vehicles with foreign license plates (NN) and diplomatic license plates (NG) that are not in accordance with regulations must go to the vehicle registration agency stated in the certificate (GCN) to complete the procedures for changing the name and license plate.
Accordingly, users of vehicles with NN and NG license plates must submit a Vehicle Registration and License Plate Revocation Declaration signed by the person whose name is on the vehicle registration certificate. After receiving the application and checking it in accordance with regulations, the vehicle registration authority will revoke the vehicle registration certificate and license plate and issue a vehicle registration and license plate revocation certificate to the person managing and using the vehicle to go to the customs office to complete the procedures for granting a transfer license and collecting taxes according to regulations.
Next, after being granted a transfer license and having collected taxes according to regulations by the customs authority, the person managing and using the vehicle must go to the vehicle registration office to complete the procedures for transferring the ownership and moving the vehicle.
In case the person whose name is on the vehicle registration certificate has finished his/her term of office in Vietnam and has returned to his/her home country, the vehicle registration and license plate revocation declaration must be signed and confirmed by the diplomatic mission, consular office, or representative office of the international organization where he/she works.
Vehicle transfer and relocation documents include: 2 transfer and relocation declarations; Vehicle sale papers certified by the diplomatic mission where the person whose name is on the vehicle registration certificate works; Transfer permit, non-commercial import goods declaration and tax collection certificate according to regulations of the Ministry of Finance.
