The Ministry of Education and Training has just released the Draft Regulation on Recognition of Junior High Schools, High Schools and Multi-level General Schools that Meet National Standards for public consultation. If approved, this will be a new regulation for general schools to strive to meet national standards.

According to this draft, the standard for a high school to meet national standards is that each school must have a maximum of 45 classes, each class must have no more than 45 students, and must annually solve at least two specialized topics that have the effect of improving the quality and effectiveness of teaching and learning.

The regulations in the School Council are basically established and perform functions and tasks in accordance with the Charter of the High School. The quantity and quality of teachers according to this draft stipulates that there are enough teachers in all subjects who meet the training standards, of which at least 30% of teachers meet the standards of excellent teaching from the basic level and above; 100% of teachers meet the standards of good or above according to the regulations on professional standards for high school teachers.

Most importantly, the draft also clearly states the regulations on educational quality at each qualified educational institution: The annual dropout and retention rate is not more than 5%, of which the dropout rate is not more than 1%. The excellent academic performance of students is 3% or more, the fair level is 35% or more, and the poor level is not more than 5%. The conduct level, fair and excellent is 80% or more, and the poor level is not more than 2%.

Regarding facilities, secondary schools established before 2002 must ensure: Schools in inner cities, towns and disadvantaged areas must have a minimum usable area of ​​6m2/student or more. Schools in rural areas must have a minimum usable area of ​​10m2/student or more.
The draft Regulation on recognizing junior high schools, high schools and general schools with multiple levels of education meeting national standards is in the stage of collecting opinions from experts. However, according to the Department of Secondary Education, this regulation will take effect this year.
