It is expected that the National Assembly will issue a Resolution on implementing the policy of receiving one-time social insurance benefits for employees after 1 year of unemployment. Accordingly, employees will continue to receive one-time social insurance benefits until 2020.

After that, the Government will summarize and evaluate. If it is good, it will implement Article 60. If not, it will have direction to amend the law.

Delegate Nguyen Van Minh, Ho Chi Minh City delegation, said that the provisions in Article 60 of the amended Law on Social Insurance have better ensured social security issues, ensuring the lives of workers when they reach old age and retire, so it is not necessary to amend this article. However, the request of a group of workers who need to receive social insurance one time when leaving work is also an issue that needs to be resolved in the condition that workers do not fully understand the rights and benefits of receiving pensions. Therefore, the National Assembly's issuance of a Resolution to postpone the deadline for receiving one-time insurance until 2020 is necessary and will certainly receive high consensus from National Assembly Delegates.

Delegate Nguyen Van Minh stated the reality: “Many workers have worked for about 15 years, but due to conditions, they do not continue working, they take it once, but when they have a stable family, they return to work on social insurance and have to start from where. Therefore, when they retire and do not have enough time, they are disadvantaged. In the short term, it is beneficial, but in the long term, they are disadvantaged in terms of retirement, social insurance and some other things. The main story here is that we ensure the rights of workers, in the most absolute way. Right in Article 60, if we look carefully, it will ensure the highest benefits for workers.”

Delegate Mai Xuan Hung, Hau Giang delegation also said that the National Assembly's continued retention of point C, article 55, on one-time insurance payment until 2020 is a temporary solution, a temporary solution according to the wishes of workers, but in the long term, it must ensure the lives of workers when they reach old age and are no longer able to work, they still have to have a pension.

Mr. Mai Xuan Hung said: “In the short term, we agree with the proposal that if a worker works for a year or more, he/she needs to receive insurance for the entire year, paying in one lump sum. In general, we do not encourage this. In the long term, workers must have food and savings, and when they reach retirement age, they will receive their full salary and receive full insurance coverage.”

Previously, on June 4, the Secretariat of the session sent a ballot to National Assembly delegates asking for their opinions on the law. The delegates agreed in principle not to amend Article 60 but to issue a Resolution to reserve for employees to continue receiving one-time social insurance after 1 year of unemployment.

Mr. Bui Si Loi said: “99.55% of the National Assembly delegates highly agreed with the content of the Resolution. In this Resolution, we clearly state that workers will continue to enjoy social insurance policies for two groups, both the group of workers participating in compulsory social insurance but stopping working for 1 year and the group participating in voluntary social insurance but not continuing to pay for 1 year. On January 1, 2016, the National Assembly will propose to assign the Government to implement it for 5 years, then summarize and evaluate. If it is found to be good, implement Article 60, but if it does not meet the rights of workers, the law will be amended. At that time, all the contents that workers feel need to be adjusted will be amended.”

Thus, the fact that the delegates agreed not to amend Article 60 but to issue a Resolution allowing workers to continue receiving one-time social insurance has met the urgent and immediate needs of a segment of workers. This shows that the National Assembly always cares about and puts the interests of workers first and foremost./.
