Will taxpayers be required to use electronic invoices?

According to the proposal of the Ministry of Finance, from January 1, 2016, taxpayers must declare, pay taxes and use electronic invoices, invoices must have the code of the tax authority.
The leader of the Tax Policy Department (Ministry of Finance) said that in order to promote the modernization of tax management, electronic tax declaration and payment has been widely deployed nationwide. Currently, there are 300,000 enterprises paying taxes electronically, accounting for more than 60% of the total number of enterprises nationwide.
However, according to the Ministry of Finance, the use of electronic invoices is still limited. After nearly 5 years of implementation, up to now, only 300 enterprises use electronic invoices. The use of electronic invoices helps enterprises reduce printing and issuance costs, and limit counterfeiting of invoices.
There are still many conflicting opinions surrounding the above proposal of the Ministry of Finance. Some say that this is unrealistic, because before implementing a major project, there needs to be a pilot period. Some say that the Ministry of Finance needs to reconsider this proposal.
As in other countries, the general trend is to encourage and then force businesses to use electronic invoices instead of paper invoices in transactions of buying and selling goods.
