On July 14, the National Assembly Standing Committee met to give opinions on issues with different opinions in the draft Law on Citizen Identification and the Law on Civil Status.

According to the report of the Standing Committee of the National Defense and Security Committee, the examining agency continues to propose using the name of the citizen identification card instead of the identity card. The citizen identification card will be issued to citizens from birth and will replace the birth certificate.
Chairman of the National Defense and Security Committee Nguyen Kim Khoa said: Citizen identification cards issued to people under 14 years old will have the same content as birth certificates, including the names of parents; while citizen identification cards issued to people 14 years old and older will have additional information such as photos, fingerprints, identification features, etc.
Chairman of the Committee for Culture, Education, Youth, Adolescents and Children Dao Trong Thi said that the identity card or birth certificate is just a name, so when it is decided to issue an identity card from birth, there is no need to issue a birth certificate.
According to Mr. Thi, the most important issue of this law is not the name of the document, but the successful construction of a national database on population and the connection between this database and specialized management systems on socio-economics, on the basis of current information technology infrastructure.
“We must ensure the connectivity of personal identification numbers and identity cards based on the electronic data system. For example, when holding a citizen identification card to go to the hospital, people can check it and immediately get information about health insurance, and know when the person with this identification number has paid insurance...” - Chairwoman of the Committee for Social Affairs Truong Thi Mai gave an example.
National Assembly Chairman Nguyen Sinh Hung emphasized: The Citizen Identification Law and the Civil Status Law must reform the state management of population. Therefore, relevant agencies must sit together, continue to seek opinions from scientists and experts to exchange and discuss thoroughly, the ultimate goal is to minimize paperwork and administrative procedures, creating convenience for the people.
According to Chairman of the Law Committee Phan Trung Ly, although there is a close relationship between household registration and citizen identification, their scope, purpose and implementation are different.
Civil status is important events of citizens (birth, marriage, death, recognition of father, mother, child, determination of gender, ethnicity...) that are recognized and protected by the State related to the basic rights of citizens as stipulated in the Constitution. Citizen identification is to serve the management work in the field of security, order, and ensuring social safety.
In reality, the issue of civil status is currently managed by the Ministry of Justice, while citizen identification is managed by the Ministry of Public Security. The National Assembly Standing Committee recommends that the Government and the drafting committees of these two bills carefully review and adjust the regulations to avoid overlap, contradiction, and overlapping between management agencies.
On the same afternoon, the National Assembly Standing Committee heard reports on issues with different opinions on the draft Law on the Organization of People's Courts (amended) and the Law on the Organization of People's Procuracies (amended). It is expected that these laws will be considered and approved by the National Assembly at the end of 2014 session.
