In response to press reports about the "stolen" of gasoline at a subsidiary of Petrolimex, Mr. Vo Van Quyen - Deputy Director of the Market Management Department - said that he would seriously consider the case and would ban the street sale of gasoline to prevent poor quality gasoline.

According to Mr. Quyen, Decree No. 39/2007 on the scope of business of individuals conducting commercial activities independently and regularly without having to register their business (street vendors) does not allow these subjects to trade in conditional goods such as gasoline. Decree No. 84/2009 on gasoline trading also has very strict requirements on the subjects allowed to trade in this item.

"Petrolimex's process of receiving, delivering and transporting gasoline is serious, not less than other countries in the region. However, it is inevitable that some individuals intentionally violate it, and Petrolimex will seriously wait for the investigation results to handle the case."

However, there are still many individuals and households who organize retail sales of gasoline by displaying cans, bottles or self-made gas stations on the roadside for sale. This is a violation of regulations and this is a market for "stolen" gasoline.

It is beyond the control of state agencies, so according to Mr. Quyen, petrol street vendors are often the address of dirty, poor quality petrol.

Regarding the concern about the quality of gasoline, Mr. Quyen said that the Market Management Department has just issued an urgent document requesting local market management departments to coordinate with relevant agencies to eliminate the form of trading gasoline through bottles, jars, cans... This will be implemented immediately and will be implemented drastically in the coming time. Mr. Quyen also called on people not to buy gasoline from street vendors without a business license to ensure that they use gasoline of the right quality.

Eliminate small street vendors, but how will people be protected in deserted places far from gas stations? In response to this question, Mr. Vo Van Quyen said that the gas station system has been planned by localities in accordance with the traffic system. The responsibility of the local People's Committee is to plan gas stations to always ensure adequate supply for demand.

Regarding the issue of Petrolimex's member joint stock company having employees violating the "stolen" gasoline law, which was exposed by the press, Mr. Vo Van Quyen affirmed that it was not when the press reported that the authorities got involved, but that inspections and detections were still being conducted regularly, and the case of 11 gas stations selling low-octane gasoline was an example. After the press reported the incident, Mr. Quyen said that the Minister of Industry and Trade himself had asked Petrolimex to ask the police to get involved.

Mr. Vo Van Quyen also said that the company directly managing the transportation of gasoline and oil is jointly responsible for the phenomenon of "stealing" gasoline. After the investigation results are available, if the "stealing" is related to an individual and the responsible organization is determined, it will be strictly handled according to regulations.

According to Mr. Quyen, the main petroleum enterprises must also be jointly responsible for the quality of petroleum supplied to agents and must regularly check to ensure the quality in their system. But who will be punished will depend on the evidence. If violations of the petroleum quality process are discovered at the main enterprises, the Market Management Department will handle it immediately.
