There will be regulations on teaching and learning in foreign languages.
For general education, teaching and learning in foreign languages only applies to natural sciences, technology and information technology subjects according to the Vietnamese general education program or foreign programs prescribed or approved by the Ministry of Education and Training.
This is one of the important points of the draft Decision promulgating regulations on teaching and learning in foreign languages in schools and other educational institutions that the Ministry of Education and Training has just published on the Ministry of Education and Training's website to solicit public opinion.
According to this draft, the purpose of promulgating regulations is to improve the quality of human resources and education in Vietnam to accelerate the process of regional and international integration. Promote the results of foreign language teaching and learning stated in the Project "Teaching and learning foreign languages in the national education system in the period 2008-2020".
In addition, it helps teachers and learners improve their foreign language skills, access and exploit scientific and professional resources in foreign languages for research, study and professional activities, thereby increasing job opportunities and career development for learners; Contribute to helping learners improve and perfect their Vietnamese language proficiency.
Teaching and learning in foreign languages originates from the needs and voluntariness of learners and teachers. Teaching and learning in foreign languages is applied flexibly at many different levels of proficiency, suitable to the teaching conditions of educational institutions, teaching staff and foreign language abilities of teachers and learners (teaching entirely in foreign languages; bilingual teaching: is a form of combining the use of both foreign languages and Vietnamese for teaching).
Teachers teaching in foreign languages must meet foreign language proficiency standards and teach in the correct major or have a suitable major; and receive remuneration for teaching in foreign languages. According to the regulations of the Project "Teaching and learning foreign languages in the national education system in the period 2008-2020", the minimum foreign language proficiency of general teachers teaching in foreign languages must be 2 levels higher than the required foreign language proficiency of students in the grade level; teachers at higher education and vocational training institutions must achieve foreign language proficiency level C1 of the European Framework of Reference for Languages or equivalent.
The draft also states that for higher education institutions and vocational education institutions, they can choose or coordinate with foreign partners to develop training programs to teach in foreign languages a number of basic, fundamental, and specialized subjects, knowledge and skills designed into subjects, credits, or modules; priority is given to advanced programs, joint training programs with foreign institutions, or a number of key industries with high integration needs such as information technology, economics, finance, banking, tourism, and training programs according to social needs and the needs of foreign-invested enterprises. Teaching in foreign languages is not allowed for contents related to the fields of politics, culture, art, and Vietnamese history.
Textbooks and documents for university and vocational education that specify the content of knowledge and skills prescribed in the educational program for each subject, field of study, and training level can be translated from Vietnamese into a foreign language for teaching or use foreign textbooks and documents that are selected, edited, and adjusted in content to suit the level of learners and training organization conditions in Vietnam.
