Referring to solutions to control environmental pollution, Deputy Duong Trung Quoc suggested that the Ministry of Natural Resources and Environment should pay attention to the capacity to mobilize the masses to change their habits, change social customs to create a new lifestyle.

The Minister has only proposed solutions related to technology, sanctions... while the most important thing is to educate people to participate. If people participate, there will be sustainable results.

According to Deputy Luu Binh Nhuong (Ben Tre), Minister of Natural Resources and Environment Tran Hong Ha answered the question correctly, especially frankly acknowledging the difficulties in environmental protection in industrial parks and industrial clusters. Because the problem of preventing environmental pollution in industrial parks and urban areas is a very difficult problem, requiring not only the Ministry of Natural Resources and Environment but also the joint responsibility of people, businesses and localities to solve.

Delegate Le Thi Thu Hong (Bac Giang) suggested that the Ministry of Natural Resources and Environment should advise the Government on more drastic solutions to the problem of urban and rural waste, because this is an issue of concern to voters.

Deputy Nguyen Ba Son (Da Nang) assessed that Minister Tran Hong Ha had basically pointed out the shortcomings and limitations in land management. However, Deputy Son said that all solutions are just assumptions. We need to verify promises and solutions in reality. "We can make a policy that we believe is good, but if the implementation is not good, it will distort the policy"; at the same time, he said that coordination between ministries, branches and localities is needed.

Regarding the response of Minister of Transport Nguyen Van The, Deputy Hoang Van Cuong (Hanoi) said that the advantage is that the Minister answered correctly the questions of the questioning deputies. However, the Minister's answer regarding BOT projects did not satisfy the questions raised by many deputies.

“I think that if the Minister answers directly to the issue, such as pointing out the weaknesses in selecting investors, weaknesses in appraising those projects, as well as determining the location of BOT toll stations, the participation of all parties, especially the people... then the delegates as well as voters nationwide will be more satisfied,” said Deputy Cuong.

Deputy Nguyen Anh Tri (Hanoi) highly appreciated and was satisfied with the responsible response of Minister of Transport Nguyen Van The. Because Minister Nguyen Van The is a new person in office, in about 1 year, it is difficult for the Minister to turn the situation around, but reality shows that the Minister has a firm grasp of the issue.

"The important issue now is that we monitor whether those promises and statements of responsibility are actually being implemented or not," the delegate expressed.

Sharing the same view, Deputy Le Thanh Van (Ca Mau) commented that Minister Nguyen Van The, although only in office for a few months, has made great efforts and made promises and specific solutions to overcome limitations in the transport sector.

Regarding the North-South Railway Construction Project, Deputy Van said that the Resolution had been issued for more than 6 years but there had been no concrete action. Minister Nguyen Van The personally took responsibility for the industry's advisory work to improve the quality of railways and there had been a number of traffic accidents related to railways, and promised the National Assembly to promptly implement this policy.

"I think that if this problem is solved well, it will not only save transportation costs but also ensure railway traffic safety, avoiding heartbreaking railway accidents like the recent ones," said Deputy Van.

On the other hand, Deputy Le Thanh Van commented that Deputy Prime Minister Trinh Dinh Dung explained very specifically and answered clearly regarding management issues, including BOT projects.
