Construction of the North-South Expressway project through Nghe An will begin in early 2019.

The North-South Expressway Project, the East section, passing through Nghe An province, is 87.4km long. According to the design, the expressway is 32.25m wide, with 6 lanes, and a design speed of 120km/h. In phase 1, the road is 17m wide, with 4 lanes, and a speed of 80km/h.
The North-South Expressway project passing through Nghe An province includes 2 component projects: The Expressway Project section Nghi Son (Km370) - Dien Chau (Km430) is 43km long (Hoang Mai town, Quynh Luu, Yen Thanh, Dien Chau) and the Expressway Project section Dien Chau (Km430) - Bai Vot (Km479+300) is 44.4km long (Dien Chau, Nghi Loc, Hung Nguyen).

At the meeting, representatives of relevant localities and departments made proposals to the design unit and the Ministry of Transport on a number of issues related to interchanges, culverts, service roads, etc.
The Chairman of the People's Committee of Quynh Luu district proposed to arrange an interchange between National Highway 48B and the North-South Expressway because the current condition of National Highway 48 is very good and convenient for traffic (paved with asphalt concrete), so vehicles from the South of Nghe An province all pass through Yen Ly intersection and follow National Highway 48 to the western districts of Nghe An province.
Meanwhile, the current status of Highway 48B from Cau Giat to Tuan Km25/QL48B intersection still has many small sections of 5.5m asphalt pavement. Therefore, if the interchange is placed at Highway 48B instead of Highway 48, it is also proposed to invest in upgrading and expanding Highway 48B to suit the scale. In addition, in the long term, placing the interchange at Highway 48B will have better connectivity to the socio-economic center (Cau Giat town, Quynh Luu) than the location of Highway 48. Moreover, at Highway 7 there is already an interchange (about 13 km from the Highway 48 interchange).
In addition, Dien Chau district proposed to adjust some underpasses through Dien Chau district into overpasses; Hung Nguyen district proposed to move the railway overpass at Km469, the expressway in Hung Tien commune, Hung Nguyen district. The Management Board of the Southeast Economic Zone requested the consulting unit to pay attention to the intersections within the Economic Zone at the intersections of Road N2 (currently 57m wide) and at the same time requested to reach a consensus with the Management Board of the Southeast Economic Zone...

Speaking at the meeting, Vice Chairman of the Provincial People's Committee Huynh Thanh Dien agreed with the plan proposed by the Ministry of Transport in the route to build the project. This is a large and important project, greatly affecting the socio-economic development of the province, so all problems will be closely coordinated by the province with the Ministry of Transport to effectively resolve. Nghe An will create the most favorable conditions for the North-South Expressway project to quickly start construction, including site clearance, design and exploitation of mines for construction.
For policy framework proposals and cadastral maps to determine the area of land and types of land affected, the Provincial People's Committee will direct relevant departments and branches to provide complete records and documents for smooth project implementation.
However, design units also need to conduct more research to come up with specific and reasonable solutions to minimize the impact on people's lives.

Concluding the meeting, Deputy Minister of Transport Nguyen Nhat agreed with the local proposals. The Ministry will continue to study to minimize the impact on people's lives; the consulting unit and Project Management Board 6 will re-examine all bridges over the expressway, paying attention to the span, so that people can travel safely and conveniently.
"All residential roads, underpasses, intersections, and site clearance must have the participation of commune and district authorities before construction can be carried out, in order to minimize problems arising like some previous key projects," the Deputy Minister emphasized.
Regarding the project progress, the Deputy Minister said that the relevant parties are focusing on speeding up the progress, trying to hand over the milestone in July, hand over the site at the end of the year and start construction in early 2019.
Earlier in the morning, a working group from the Ministry of Transport conducted a survey to adjust a number of intersections, underpasses, overpasses, etc. in accordance with existing plans./.
