Will check and evaluate cadres and civil servants at commune and ward levels
On the afternoon of August 6, Deputy Minister of Home Affairs Tran Anh Tuan said that the Ministry is having a specific plan to check and handle information about a commune with 500 officials in Quang Xuong district, Thanh Hoa province, after receiving instructions from the Prime Minister.

Also this year, the Ministry of Home Affairs will inspect and evaluate the current situation of cadres and civil servants at commune, ward and town levels nationwide. At the same time, a draft Decree amending the Government Decree on titles, numbers, and a number of policies for cadres and civil servants at commune, ward and town levels and non-professionals at commune level will be drafted.
In addition, the Ministry of Home Affairs is also strongly directing this year to organize two exams to promote from specialist to senior specialist, and from senior specialist to senior specialist according to the principle of competitive examination as prescribed by the Law on Cadres and Civil Servants.
This time, the exam for officials and civil servants is not based on salary coefficient, creating conditions for young officials to have the opportunity to take the exam to be appointed to higher positions and jobs in the national civil service.
According to Mr. Nguyen Xuan Binh, Chief of Office - Spokesperson of the Ministry of Home Affairs, one of the great achievements of the Ministry of Home Affairs in the past year is the drastic focus and efforts to implement the projects, programs assigned by the Politburo, Secretariat, and Government.
Up to now, many projects have been submitted by the Ministry of Home Affairs to competent authorities for consideration and comments, such as establishing a Drafting Committee, Steering Committee, Editorial Board, developing outlines, and summarizing practical processes such as the Project on policies to attract and create a source of cadres from excellent graduates and young scientists, the Project on promoting reform of the civil service and civil servant regime, the Decree on handling responsibilities of heads of agencies and units for corruption, the Decree on job categories and periodic job transfer deadlines for ministries, branches, and localities, etc. These projects, once promulgated, will have a great impact on state management in many fields.
In the coming time, the Ministry of Home Affairs will continue to appraise the draft Decree of the Government stipulating the functions, tasks, powers and organizational structure of each Ministry and ministerial-level agency on the basis of Decree No. 36/2012/ND-CP dated April 18, 2012 of the Government; the draft Decree stipulating job positions and the structure of civil servants by rank; the Decree on discovering, attracting, training, promoting and rewarding talented civil servants in public service activities; organizing the implementation of Decision No. 513/2012/QD-TTg of the Prime Minister on approving the project "Completing the modernization of records, administrative boundary maps and building a database on administrative boundaries"; continuing to implement the Project of 600 Vice Chairmen of communes, coordinating with localities to select and appraise the list of additional team members for the second phase; the Vietnam Youth Strategy to 2020.
In particular, the Ministry of Home Affairs is also drafting a Circular guiding the recruitment, use and management of civil servants, and a Circular guiding job positions in public service units as prescribed by the Law on Civil Servants.
