With the principle of “no forbidden zones”, the General Secretary said corruption is gradually being controlled and tends to decrease. In the coming time, the Central Steering Committee on Anti-Corruption will direct the inspection of the appointment of officials nationwide.

On the morning of August 16, the Central Steering Committee on Anti-Corruption held its 14th meeting under the chairmanship of General Secretary Nguyen Phu Trong - Head of the Steering Committee.

Regarding the results of the first 7 months of the year, the General Secretary said the Steering Committee had seriously implemented the work program; most of the work was carried out according to plan, some exceeding the set requirements.

In particular, the Committee focused on directing the strict and timely trial of 5 very serious and especially serious corruption and economic cases. The results of asset seizure, recovery, and remediation in many cases achieved a high rate.

Specifically, the Mobifone case of buying 95% of AVG shares has recovered over VND8,500 billion; the gambling and gambling organization case that occurred in Phu Tho and some localities has initially seized and confiscated money and assets worth over VND1,400 billion; the cases that occurred at PVC and PVN have initially seized over VND65 billion; in the case of Phan Van Anh Vu and his accomplices, the investigation agency has seized and frozen money and assets worth over VND850 billion...

Among the key tasks in the last months of the year, the Committee determined to urgently direct the completion of the inspection conclusion of the equitization of Quy Nhon Port; the Thai Nguyen Iron and Steel Plant Phase II expansion project; the Ha Bac Fertilizer Plant expansion project and other departments as required by the Standing Committee of the Steering Committee.

The Committee also directed the completion of the review of inspection and audit conclusions of a number of projects that caused long-term losses and were of public concern; inspection of the rotation, promotion and appointment of officials nationwide; and specialized inspection of the management and use of health insurance funds, the purchase of medicines and medical equipment.

The Central Inspection Commission conducted inspections of a number of district and grassroots Party committees showing signs of violations to rectify inspection and party discipline work at the grassroots level.

"Corruption tends to decrease"

Also at the meeting, the Steering Committee reviewed and evaluated the results after 5 years of operation of the Committee and proposed key tasks for the coming time.

The General Secretary stated,The Committee has selected weak links, difficult tasks, and those with many difficulties and problems to focus on leading and directing; at the same time, it has focused on long-term, fundamental, and synchronous solutions, creating a breakthrough and comprehensive step forward in anti-corruption work.

"Corruption is gradually being controlled and on the decline; contributing to strengthening and consolidating the trust of officials, party members and people in the Party and State," he said.

According to the General Secretary, the Steering Committee has put a number of serious and complicated corruption cases under monitoring at three levels to focus on directing strict handling, with the principle: "No forbidden zones, no exceptions, regardless of who the person is".

Of the total 68 cases, 57 serious and complicated corruption and economic cases under the supervision and direction of the Board have so far completed investigation, prosecution and brought to first instance trial 40 cases/500 defendants, with strict sentences, in accordance with the law, "very strict but also very humane".

From the beginning of the 12th Congress term to August 2018, competent authorities disciplined 56 officials under the Central management.

After 5 years of operation, the Steering Committee has drawn a number of experiences, including tightening discipline and order in the Party and State apparatus; Party discipline goes first, State administrative discipline is synchronous and commensurate with Party discipline; creating an important premise for law enforcement agencies to prosecute, investigate and strictly handle criminal cases.

In the coming time, the General Secretary requested kUrgently overcome the shortcomings, limitations and causes after 5 years of operation of the Committee; focus on directing the removal of difficulties and obstacles in weak stages and fields, creating more positive changes in corruption prevention.

The Committee will continue to direct the review, revision, supplementation and completion of Party regulations and State policies and laws to create a synchronous and tight political and legal corridor to prevent and combat corruption.

Along with that, the Committee focused on directing functional agencies to strengthen inspection, supervision, auditing; building a team of cadres with sufficient qualities, integrity, capacity and prestige, equal to the tasks in the new situation...
