On September 20, the Prime Minister signed and issued Decree No. 83/2011/ND-CP regulating administrative sanctions for violations in the telecommunications sector.

In the competition clause, the Decree stipulates a fine of 30-50 million VND for telecommunications enterprises with a dominant market position, holding essential facilities, using advantages in telecommunications networks and essential facilities to hinder market penetration, causing difficulties for telecommunications service provision activities of other enterprises.

Telecommunications enterprises with a dominant market position that use other enterprises' information to compete unfairly will be fined from 70 to 100 million VND.

A fine of VND 20-30 million shall be imposed if a telecommunications enterprise with a dominant market position fails to promptly provide other telecommunications enterprises with technical information on essential facilities or relevant commercial information necessary to provide services.

In cases of violations such as providing telecommunications services not on time as prescribed by local authorities; acting as a telecommunications service agent or authorized transaction point but not meeting the conditions and standards of a service agent... will be fined 5-10 million VND.

The Decree also stipulates a fine of 50-70 million VND for using, leasing, or lending subscriber terminal equipment and specialized telecommunications goods across the border for the purpose of transferring international telephone traffic to Vietnam.../.
