In response to this question, Mr. Dam said that the Government has asked the Ministries to review and recommend the necessary number of deputy ministers. The Ministry of Home Affairs has studied and proposed specific plans for each Ministry. The Ministry of Home Affairs' opinions have been sent to the Ministries and are being discussed to find the optimal plan.

Mr. Dam also acknowledged the reality: “The vast majority of ministries have more deputy ministers than the allowed number. The reason for this situation is that we are rearranging the ministries to manage multiple sectors and fields. In reality, the operation of the government apparatus also has its own unique features.”

Mr. Dam cited the Government Office, which currently has 6 Deputy Ministers (Deputy Chiefs). The Government has 1 Prime Minister and 4 Deputy Prime Ministers. When the Prime Minister and Deputy Prime Ministers go to work, there is always a document announcing the results of the work, and so of course there must be 1 comrade who always handles the work, assists the Prime Minister and Deputy Prime Ministers at these events, but 5 comrades have been lost.

In addition, another special feature of the Government Office in the past was due to the work of law making, due to the period of joining the WTO, many legal documents had to be built. The Government had a separate Law Making Committee. After that climax passed, it was reorganized, leaving only one Deputy Head in charge of law making work.

Minister Dam also pointed out the current situation, why is the Government always in arrears with legal documents? Because according to Mr. Dam, before that, we focused on restructuring state-owned enterprises, so there was a specialized Deputy Head as Deputy Head of the Steering Committee for restructuring and reforming state-owned enterprises.

“The total number of Vice Chairmen is of course more than 4. In fact, the Government Office is currently always lacking. Many important meetings of the National Assembly, of the National Assembly Committees, of agencies cannot send people to attend even though there are invitations,” said Mr. Dam.

Returning to the current plan to rearrange the number of Deputy Ministers in ministries and branches, Mr. Dam said: The general spirit of the Government's direction and review to increase the number of Deputy Ministers in ministries is not the same. This number is the necessary minimum, not mechanically having only 3 or only 4. The general spirit is to stay at the minimum level.
