Mr. Nguyen Xuan Cuong - Director of Vietnam Road Administration emphasized that in the coming time, the Administration will coordinate with units to apply technology to enhance the handling of cold fines.

The leader of the Roads Department said that currently, the unit is increasing the installation of technology devices to monitor each driver, each vehicle and each vehicle owner. Thereby, the units will increase detection and handling of fines, limiting human intervention in the process of handling violations. At the same time, the Department will increase sanctions if violators do not voluntarily comply.

Mr. Nguyen Xuan Cuong - Director of the Vietnam Road Administration added that recently, the application of technology to fine vehicles violating overloading regulations has been very effective. This is a good model to apply to other violations.

For example, the pilot results of installing 2 sets of automatic vehicle load checking scales at Km78+830 of National Highway 5 (from August 15, 2020 to December 31, 2021) showed very good results.

The average rate of trucks violating the law and being fined decreased from 6.9% to 0.12% (a decrease of 57.5 times). The average rate of trucks violating the law per day decreased from 176 trucks to 1.5 trucks/day (a decrease of 117.3 times). The level of violations was not high, mainly violations exceeding the total permitted weight (total load) by 10% to 30%.

The pilot results also show that the use of automatic vehicle load checking scales, these scales automatically control 24/24 in all weather conditions; monitor 100% of the number of vehicles traveling on the road where the weighing equipment is installed; ensure objectivity, without the need for competent authorities to work directly at the scene; the cost of operation, data exploitation and fines is very low.

At the same time, with the propaganda from drivers and vehicle owners who are detected and punished for violations, the situation of overloaded vehicles is quickly prevented and ended, creating a positive effect in society in general and compliance with regulations of the law on road traffic in particular.

Previously, the Vietnam Automobile Transport Association sent a document requesting the Vietnam Road Administration to advise and report to the Ministry of Transport on expanding the automatic vehicle load inspection model on National Highway 5 to apply to the expressway system, national highway system and roads with many trucks in circulation to prevent and eventually end the situation of trucks carrying goods exceeding the permitted load, in order to protect road works and reduce traffic accidents.
