Will inspect the installation of journey monitoring devices from July
On June 21, in Ho Chi Minh City, the Ministry of Transport organized a training course on inspection and handling of administrative violations regarding the installation and use of journey monitoring devices for passenger cars for the Departments of Transport in the Southern region.

Mr. Thach Nhu Sy, Deputy Chief Inspector of the Ministry of Transport, said that the inspection and punishment will be carried out in early July 2013. If any transport company violates the law, it will be severely punished and its transport business license will be revoked, not just a fine or badge revocation as before.
This inspection will focus on inspecting the installation and maintenance of the technical condition of the equipment; the exploitation and management of information updates within 1 year; the minimum information of the journey monitoring device such as information about the vehicle, driver, journey, vehicle operating speed, number of times and duration of vehicle stops, vehicle door opening and vehicle working time.
According to Mr. Thach Nhu Sy, currently the management of means of transport and drivers is still loose. Many units go to inspect but cannot catch the errors or if they do, they do not impose strict penalties, so the inspection work can only "threaten" the drivers but not the business owners.
Currently, there are 52 enterprises nationwide with journey monitoring equipment products that have been granted certificates of conformity by the Ministry of Transport. During the inspection of journey monitoring equipment, there will be a department to monitor the inspection force to prevent negativity, specifically the regulation that the vehicle stop signal will only be carried out by the Chief Inspector, Deputy Chief Inspector or Inspector, other employees are not allowed to participate. Through this inspection, the authorities hope to reduce the number of fatal traffic accidents by 5-10% compared to 2012.
Mr. Vo Van Quang, Director of Anh Duong Electronics and Telecommunications Joint Stock Company, the first unit in the Southern region to be granted a certificate of conformity by the Ministry of Transport, said that for the safety of passengers, transport enterprises should have complied with the installation of journey monitoring devices a long time ago, not waiting for the Ministry of Transport's policy to implement. However, up to now, many enterprises have not complied, the installation is only a temporary measure, causing difficulties for the management of State agencies as well as failing to create trust for passengers.
In order to ensure traffic safety and order, on June 20, the Ministry of Transport issued an official dispatch requesting the Inspectorate of the General Department of Roads and the Inspectorates of the Departments of Transport to focus on inspecting compliance with business conditions for passenger transport by car; activities of bus station owners, responsibility for supervising vehicles and activities of transport units at bus stations; standards on journey monitoring equipment for passenger cars; road management; oversized and overloaded vehicles.
The leaders of the Ministry of Transport also requested the inspection force to strictly comply with the provisions of the law, not to allow negativity in stopping vehicles, managing inspection records, and handling administrative violations./.
