On September 8, 2015, the Ministry of Transport sent a document to the Prime Minister, reporting and accepting some contents in the inspection conclusion. However, the Ministry of Transport also presented some issues on how to calculate the total investment... to clarify the contents of the inspection conclusion.
Accordingly, the total investment is the initial basis for estimating the payback period for negotiation and investor selection. The official toll collection period is determined based on the final settlement value of the project, so the difference between the total investment and the actual investment cost is not a loss, waste or overstatement of the total investment to extend the toll collection period.
When the Ministry of Planning and Investment reports to the Prime Minister on the inspection results of 17 projects, the Government Office will synthesize and report to the Prime Minister.
