(Baonghean.vn) - The Provincial People's Committee directed the People's Committees of districts, cities and towns to compile and compile a list of redundant non-professional workers due to hamlet mergers and send it to the Department of Home Affairs to advise the Provincial People's Committee to submit to the Provincial People's Council for approval of the support regime for those who quit their jobs due to hamlet mergers according to regulations.

Nghe An Provincial People's Committee issued Official Dispatch No. 6448/UBND-TH dated September 12, 2019 assigning tasks to provincial departments, branches and sectors; People's Committees of districts, cities and towns to implement Resolution No. 08/NQ-HDND dated July 12, 2019 of the Provincial People's Council on merging and renaming hamlets, blocks and villages (collectively referred to as hamlets) in communes, wards and towns of districts and towns in the province.

Accordingly, comrade Thai Thanh Quy - Alternate member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee assigned provincial departments, branches and sectors, based on their assigned functions and tasks, to guide the implementation, urge, inspect and resolve arising issues within their authority, ensuring that the Resolution of the Provincial People's Council is implemented promptly; hamlets, blocks and villages after the merger soon go into stable operation, production activities and people's lives take place normally, not causing major disruptions, affecting people's lives.

For the People's Committees of districts, cities and towns, the Chairman of the Provincial People's Committee requests localities to base on current regulations, direct the People's Committees at the commune level to implement the contents of the Resolution; announce and disseminate on mass media and loudspeaker systems in communes and hamlets.

At the same time, direct the People's Committees at the commune level to complete the organization and personnel of hamlets. In particular, appoint a temporary hamlet executive committee to manage the activities of the new hamlet according to the Resolution of the Provincial People's Council and not carry out the dismissal process for the old hamlet executive committee; guide communes, wards and towns to carry out the process and procedures for selecting and introducing personnel to hold the positions of Secretary, Hamlet Chief and Head of the Front Work Committee in hamlets in accordance with current regulations.

In the process of selecting personnel, it is necessary to pay attention to the harmonious arrangement of personnel among the hamlets after the merger, ensuring that each hamlet has a representative holding one of the three positions: Secretary, Hamlet Chief and Head of the Front Working Committee. The election process for the new Hamlet Chief is implemented according to Joint Resolution No. 09/2008/NQLT-CP-UBTWMTTQVN dated April 17, 2008 of the Government - Vietnam Fatherland Front Committee guiding the implementation of the Ordinance on implementing democracy in communes, wards and towns.

In addition, the People's Committees of districts, cities and towns shall compile and make a list of redundant non-professional workers due to hamlet mergers and send it to the Department of Home Affairs to advise the Provincial People's Committee to submit to the Provincial People's Council for approval of the support regime for those who quit their jobs due to hamlet mergers according to regulations.

Direct the People's Committees at the commune level to urgently review facilities, cultural houses, cultural and sports facilities, public works, etc., and at the same time, arrange their use in a manner appropriate to the actual conditions of each locality to serve community activities and stabilize people's lives. During this process, it is necessary to carefully review works under construction or in the process of preparing for investment and construction. If they are no longer suitable for the practical activities of the new hamlet, they must be promptly reported to the competent authority for handling in accordance with regulations.

The Provincial People's Committee also directed localities to deploy and guide individuals and organizations to carry out procedures for converting documents related to changing the name of hamlets...; at the same time, requested agencies and units to seriously perform assigned tasks, promptly report when problems arise during the implementation process.
