Tighten the quality of imported steel in the domestic market

From today, March 21, 2016, imported steel shipments must pass quality inspection and meet prescribed standards before the products are allowed to clear customs.

Joint Circular No. 58/2015/TTLT-BCT-BKHCN dated December 31, 2015 issued by the Ministry of Industry and Trade and the Ministry of Science and Technology, replacing Joint Circular No. 44/2013, officially took effect today.

Accordingly, the quality inspection of imported steel products has changed significantly.

Imported steel must go through two steps of inspection, including: Step 1, assessment of steel quality conformity by designated conformity assessment organizations. Step 2, state quality inspection by state inspection agencies.

Customs authorities only clear goods when the importing organization or individual provides a notice of imported goods quality inspection results that meet quality requirements according to regulations.

The Customs authority only clears goods when the importer provides a notice of imported goods quality inspection results that meet quality requirements according to regulations.

Particularly for imported steel products with HS codes 7224.10.00 and 7224.90.00, enterprises must provide additional documents including: Imported steel declaration certified by the Heavy Industry Department (Ministry of Industry and Trade); Copy of the certificate of steel import demand from the Department of Industry and Trade of the province or city.

For alloy steel products containing Boron element from 0.0008% or more, alloy steel containing Cr element from 0.3% or more, or steel for welding rod production, in addition to the above-mentioned documents on quality inspection, steel importing enterprises must supplement the Registration of target and production capacity with confirmation from the Ministry of Industry and Trade (in case the organization or individual importing steel is also the steel user) when carrying out import procedures.

In addition, from March 22, 2016, Decision No. 862/QD-BCT dated March 7, 2016 of the Ministry of Industry and Trade applying temporary safeguard measures on steel billets and long steel imported into Vietnam officially took effect, with a relative tax rate of 23.3% for steel billets and 14.2% for long steel.
