(Baonghean) - Recently, the Ministry of Transport issued a circular guiding the amendment and supplementation of a number of provisions on technical safety inspection and environmental protection of road motor vehicles. The circular took effect from June 15, 2014, replacing the old circulars. However, after 2 months of implementation, some problems have arisen.

This is the second time Mr. Nguyen Thanh Chuong, owner of vehicle 37C - 2702 belonging to Joint Stock Company 757, has come to Nghe An Motor Vehicle Inspection Center to have his vehicle inspected. In the previous inspection, his vehicle had a number of items that did not ensure traffic safety such as: Installing an additional air horn in violation of regulations, worn tires, broken wipers, etc. After receiving instructions from the inspectors, he went back to fix and repair it.

According to Mr. Nguyen Thanh Chuong, tightening vehicle inspection as it is now is very good, each vehicle participating in traffic will be safer.

However, there are not many cases like Mr. Chuong. Many car owners have had to go back and forth many times but still cannot get their vehicles inspected. According to statistics at the Nghe An Motor Vehicle Inspection Center, about 30-40% of the vehicles that come for inspection have to be returned for repair or replacement. Among them, many vehicles have to go back and forth for inspection, causing overload and congestion at the current inspection centers. Many car owners complained that when they bought a car, they did not pay attention to weighing the load to see if it was correct with the registration or not, so when they came for inspection, many vehicles exceeded the weight, including vehicles that were inspected for the first time. In addition, paint slippage, torn seat cushions, etc. also had to be redone, which many people think is unreasonable because it does not affect traffic safety. It is worth mentioning that outside the inspection center, many services have appeared to circumvent inspection, such as: tire rental services, seat borrowing, and vehicle body swapping.

Tightening the inspection of technical safety and environmental protection of road motor vehicles is a practical action, contributing to reducing traffic accidents. However, it must be emphasized that regardless of the law or policy, it is certain that traffic safety and traffic culture must start with the awareness and responsibility of each citizen.
