According to Associate Professor Nguyen Trong Phuc, it is necessary to tighten Party discipline and resolutely eliminate corrupt elements from the Party to purify the Party ranks.

People's trust creates the Party's strength

General Secretary Nguyen Phu Trong has just delivered an important speech at the Conference to deploy the Action Program to implement the Resolution of the 12th National Party Congress and the Directives and Conclusions of the Politburo and Secretariat on mass mobilization work, organized by the Central Mass Mobilization Commission in Hanoi.

In this speech, after highlighting the achievements and affirming the correctness of the Party's guidelines, General Secretary Nguyen Phu Trong frankly pointed out the mistakes and shortcomings that have been damaging the Party's reputation and prestige, and reducing the people's trust in the Party.

According to the General Secretary: “A number of cadres and party members, especially those in positions of power, have shown signs of deterioration in their qualities, living far from the people, and being irresponsible towards the people. Many leaders at all levels and in all sectors maintain a bureaucratic, patriarchal, and authoritarian style, even oppressing and bullying the masses. Some phenomena of corruption and privileges in the Party and in state agencies have not been resolutely fought and strictly handled…

Some cadres, civil servants and employees who have direct relations with the people are authoritarian, arrogant, harassing, causing all kinds of trouble and difficulties for the people, and are disrespectful to the people. Some even embezzle money from the people, extort gifts and bribes. Some people with positions of power maintain a mandarin and patriarchal style, and are in charge of a locality or unit like a "little king" there. There are even individuals and groups that oppress and bully the masses. Although these actions are not common, they are very serious, and they hurt the people's feelings and trust in the Party..."

Major General Le Van Cuong.

Appreciating the General Secretary's frank speech, Major General - Associate Professor Dr. Le Van Cuong said that the General Secretary had correctly assessed and reflected the truth in the spirit of the Resolution of the 6th Congress. A situation as the General Secretary said, raised the issue for our Party, directly the Politburo, the Central Executive Committee must continue to implement the Resolution of the 4th Central Committee, Session XI. If we do not rectify and overcome the mistakes, shortcomings, and degeneration in a part of Party members and cadres, especially Party members with positions and power, there is a risk that the masses will distance themselves from the Party and no longer trust the Party. History has proven that the people's trust creates the Party's strength. In 1945, with about 4,000 Party members, our Party gathered the entire people to stand up and seize power, from which the people trusted the Party, the resonance of the Party's will and the people's hearts created invincible strength.

Major General Le Van Cuong emphasized: “The statement of General Secretary Nguyen Phu Trong raises an issue that is more urgent than ever for our Party in general and the Central Executive Committee in particular; we must by all means implement the Resolution of the 11th Central Committee, Session 4, to overcome the degeneration, bureaucracy, corruption, and alienation from the masses of a number of Party members and cadres.”

According to Major General Le Van Cuong, after 3 years of implementing Resolution 4 of the Central Committee, our Party, directly the Politburo, has determined to do many things, disciplined tens of thousands of Party members; expelled thousands of cases from the Party. "Never before has the Party disciplined so many Party members, including Central Committee members, Ministers and City Party Committees. That shows that the Politburo and the Party Central Committee have recognized the problem, determined to implement and done many things," said Major General Le Van Cuong.

However, public opinion is also concerned about why despite so many disciplinary actions, the state of degeneration, bureaucracy, corruption, and irresponsibility towards the people of a significant number of Party members and officials is still a worrying reality. Major General Le Van Cuong said that what the Party has done recently is necessary, firm, and effective.

However, to overcome the root causes of degeneration and corruption of a number of Party cadres and members at all levels, in all sectors, and in key cadres, two basic tasks must be carried out. The first is to practice democracy in Party activities. As President Ho Chi Minh once said, in Party activities, democracy must be practiced, so that every Party member is ready to speak up his or her thoughts, support what is right, and criticize what is not good. If there is no democracy in the Party, Party members will not dare to speak up in Party activities, and resentment will turn into hatred and frustration.

Major General Le Van Cuong emphasized: “Implementing democracy in Party activities is the number one task. However, this issue has not been thoroughly addressed in the past, and Party activities are still a formality. Party members do not dare to speak up in Party activities, but only speak outside of meetings, and no one is willing to tell the truth. This is a situation that is still happening.”

According to Major General Le Van Cuong, the second issue that needs to be done well in the coming time is the issue of power supervision. “The higher the power, the higher the power supervision must be. Reviewing cases like Vinashin, “super fraud” Huyen Nhu… shows that the issue of power supervision in the past has not been effective. We have the Central Inspection Committee, the Government Inspectorate, but it seems that power has “forbidden areas”, said Major General Le Van Cuong.

Associate Professor, Dr. Nguyen Trong Phuc.

After following and analyzing the General Secretary's speech, Associate Professor Nguyen Trong Phuc (former Director of the Institute of Party History (Ho Chi Minh National Academy of Politics) believes that the General Secretary's strong and decisive messages will soon be realized through concrete actions.

Associate Professor Nguyen Trong Phuc said that when the General Secretary spoke at the conference on mass mobilization work, it showed that this was an important issue, because the relationship between the Party and the people is the revolutionary nature of the Party. If the Party is far from the people, and Party members and cadres are degraded, arrogant, insensitive, and irresponsible towards the people, it will reduce the revolutionary nature of the Party, thereby harming the Party's leadership role, even affecting the survival of the regime.

According to Associate Professor Nguyen Trong Phuc, the situation of Party members degenerating, changing, and distancing themselves from the masses has been recognized for 10-20 years, but it is not clear who, where, or what specific measures are needed, so the violations continue to repeat themselves, and even tend to become more complicated. Therefore, in order for people to believe and follow, the Party must be more drastic in dealing with negative manifestations. Associate Professor Nguyen Trong Phuc believes that in the coming time, it is necessary to specifically name and address cadres with clear addresses who have the manifestations as the General Secretary has mentioned, then it can be overcome. If we only point them out, it will lead to a situation where many people think that the shortcomings are in other agencies, in other departments, but not in their own agencies and themselves. Thus, there will only be criticism without any solutions to correct them.

The General Secretary's determination this time is very high, supported by the entire Party and people, but there needs to be synchronous measures from the Central to the grassroots level to effectively implement this determination.

According to Associate Professor Nguyen Trong Phuc, to achieve the above determination, it is necessary to first tighten Party discipline, resolutely eliminate degenerate and corrupt elements from the Party; Strengthen the state's legal discipline; It is necessary to have critical opinions, evaluate, and listen to the people to improve one's cadres; Further strengthen education within the Party and within the political system because currently the Party spirit and fighting spirit within the Party are still low; Pay attention to self-cultivation and training of Party members and cadres. In particular, it is necessary to carry out more seriously and synchronously the steps of cadre work such as evaluation, planning, training, recruitment, promotion, rotation... to have a team of cadres, first of all, managers at all levels, as desired by the 12th Congress, which was previously stated by the 4th Central Conference of the 11th tenure./.
