The General Department of Customs has just issued an official dispatch requesting provincial and municipal Customs Departments to strengthen the inspection of customs value of imported automobiles.

Accordingly, the General Department of Customs requests the provincial and municipal Customs Departments to seriously conduct inspections, identify suspicious signs, consult, conduct post-clearance inspections and determine customs value; request units to pay attention to fully checking the criteria on goods name, brand, vehicle model, cylinder capacity, number of seats, year of manufacture of imported cars; conduct consultations and post-clearance inspections for shipments with suspicious signs of value; follow instructions on collecting information sources, conversion methods and verifying information, etc.

Implement the proposal to immediately build additional models and brands that have arisen as a basis for the Customs authority to compare, cross-check, and check the declared value of the customs declarant during the customs clearance process or after the goods have been cleared according to regulations; direct the units under and affiliated to the Department, the control team for daily value inspection to check and review data on the system to detect and handle and remedy the situation of improper implementation of the provisions of the Law on Tax Administration and customs procedures for imported goods.

According to statistics from the General Department of Customs, from the beginning of the year to February 8, the country imported 29 cars with less than 9 seats, with a total value of over 925,000 USD. On average, each car costs about 34,300 USD (excluding taxes). Meanwhile, in January 2017, the country imported 5,430 cars, worth 97.8 million USD.

The main reason for the decline in the number of imported cars is due to difficulties in implementing Decree 116/2016/ND-CP regulating the conditions for automobile trading, effective from January 1, 2018. Of which, two points considered difficult for import enterprises are the need for a foreign-issued Motor Vehicle Type Approval Certificate (VTA); each shipment must have a vehicle model inspected.
