"Tighten" management of foreign language and IT centers
Departments of Education and Training and universities are not allowed to print foreign language and IT certificate forms without written authorization from the Minister of Education and Training.

That is one of the notes of the Ministry of Education and Training to the Departments of Education and Training, universities, academies, colleges and junior colleges to strengthen management of foreign language and information technology centers.
The Ministry of Education and Training requests the Department of Education and Training to preside over and coordinate with relevant departments and branches to organize inspections and checks on compliance with current regulations on facilities, teaching staff, training activities, testing and granting of foreign language and applied informatics certificates of all centers operating in the area under the management of the Department.
At the same time, create favorable conditions for centers to operate effectively while resolutely handling (or suspending operations) centers that violate current regulations.
Regarding the organization of exams and issuance of English certificates according to the "6-level foreign language proficiency framework for Vietnam", units shall comply with Notice No. 1690/TB-BGDĐT on the organization of exams and issuance of English certificates according to the National Foreign Language Project 2020.
The application for issuance of blank foreign language and IT certificates is carried out according to Decision No. 5599/QD-BGDDT on the Procedure for Issuing Blank Diplomas and Certificates at the Ministry of Education and Training; the university leaders and the Department of Education and Training leaders have confirmed their opinions in the center's official dispatch requesting the issuance of blank certificates.
The Ministry of Education and Training also requested that Departments of Education and Training and universities seriously publicize information about the list of students granted certificates on the unit's electronic information page; information must be updated regularly and stored permanently.
Before December 25 every year, universities and Departments of Education and Training summarize the activities of the centers and report to the Ministry.
In recent years, the management and direction of foreign language and information technology training and development activities of universities, academies, colleges (hereinafter referred to as universities) and educational institutions have become routine.
However, the implementation of regulations on organizing training, testing, and granting certificates in foreign languages and applied informatics at some foreign language and informatics centers and facilities has not been taken seriously.
There are training organizations that do not have the right functions and do not ensure quality; some universities organize training courses and issue certificates in other provinces and cities without reporting to the local Department of Education and Training.
The testing and granting of foreign language and applied information technology certificates to students at some universities have not received due attention, the output quality of students has not met the needs of recruiting units in the context of integration; some units have printed and granted foreign language certificates themselves, not following the regulations of the Ministry of Education and Training.
