There is a strange thing that everyone sees, knows, says and complains about: our administrative apparatus is cumbersome and ineffective.
- That is why there is a policy to promote administrative reform. This includes reforming the apparatus in a compact and effective way to reduce staff. However, it seems that the more reformed, the more the apparatus becomes bloated and the efficiency of operations remains sluggish as before.

Restructured their personnel according to the correct positions and job requirements. However, even though they followed the correct procedures and regulations of the Party and the State, complied with the law, and had thorough discussions with the subject before transferring, they still encountered reactions, even complaints and lawsuits flying like butterflies to superiors and to the press. So they had to stop and wait for inspection and examination. After a while, everyone still sat there.
- It's already so complicated just transferring and rearranging without screening or cutting anyone. So the head of any agency is afraid to touch the "tumor" of human resources. Not to mention...
- I understand what you mean! Is it true that when entering this field, there have been places that have been accused of having internal problems, so they used the excuse of restructuring and streamlining the apparatus to “fight”. Eliminate those who do not agree with each other…?
- That's right! There are places where the idea has just begun to arise but is met with someone's warning and deterrence, causing them to stop like a boat running into a reef.

So, no matter how much we say it, things will remain the same. The apparatus is still cumbersome and ineffective. And the problem of streamlining the apparatus in state agencies is still at a standstill because of one word: afraid!
