In 2014, SEAMEO RETRAC Center and 26 colleges and universities under the Ministry of Education and Training were granted budget from the national target program for the Project on teaching and learning foreign languages ​​in the national education system for the period 2008 - 2020 to carry out the tasks of innovating English teaching and learning to achieve the goals set out in Decision No. 1400/QD-TTg dated September 30, 2008 of the Prime Minister.

The Management Board of the National Foreign Language Project (NNQG) aims to continue to strengthen core models to ensure the quality of training of language students at college and university levels and training of general English teachers assigned by the NNQG Project 2020.

Accordingly, fundamentally and comprehensively innovate the teaching and learning of English for language students to ensure output standards in accordance with Decision 1400 of the Prime Minister for students from the 2014-2015 course onwards (college level 4/B2, university level 5/C1 upon graduation).

Fundamentally and comprehensively innovate the teaching and learning of English for non-language major students to ensure that students achieve English proficiency level 3/B1 upon graduation according to the school's roadmap.

The leader of the Ministry of Education and Training said that regarding the task of improving the form of testing and assessment, on the basis of the 6-level Vietnamese Foreign Language Proficiency Framework, the Ministry of Education and Training has issued. The 2020 National Foreign Language Proficiency Project and the Department of Testing and Evaluation are organizing the development of the English test format and the test sub-item bank, serving the national 6-level English proficiency certificate exams for students upon graduation and adults in need. The national English certificate exams will be organized by units authorized by the Ministry of Education and Training.

Regarding testing and assessment during the learning process, the final assessment at the end of the semester and the end of the school year is conducted by the training units. The tests need to assess all four skills of listening, speaking, reading and writing of the learners. The test results of the students need to be used to adjust the curriculum, learning methods and teaching methods appropriately and ensure that the output goals of the program are achieved.
