Department of Education and Training handles citizen complaints

(Baonghean)On November 20, 2012, Nghe An Newspaper sent an official dispatch to the Department of Education and Training of Nghe An province, transferring the petition of Mr. Hoang Sy Que, working at Nam Dan 1 High School, to the Department of Education and Training of Nghe An province, regarding the content of the accusation that the Principal of Nam Dan 1 High School appointed the head and deputy head of the professional group not in accordance with the regulations of the general school.

After organizing a verification team, on December 3, 2012, the Department of Education and Training issued Official Dispatch No. 2815/SGD&DT-TTr in response to Nghe An Newspaper as follows:

Verification results: Through checking the records (decisions on appointing group leaders, deputy group leaders, minutes books of school meetings, minutes books of meetings of History - Geography - Civic Education group and Physics - Information Technology group...) it shows that:

At the meeting to collect opinions on the appointment of the positions of professional group leader and deputy group leader in 2012 on September 10, 2012 (including the principal and 8 group leaders): The minutes stated the appointment criteria, the principal's expected appointment, and the opinions expressed. At the end of the meeting, 9/9 (100%) members voted in agreement with the principal's proposal.

At the expanded Board of Directors meeting (including 4 members of the Board of Directors and 1 member of the Party Committee) on September 14, 2012: The minutes included the Principal's proposed appointment of a group leader and deputy group leader; opinions expressed. At the end of the meeting, 5/5 (100%) of the members voted in agreement with the Principal's proposal.

Through checking the minutes of the meetings of the History - Geography - Civic Education group and the Physics - Information Technology group, no meeting mentioned the content of discussion, debate, and introduction of personnel for the professional group leader and deputy group leader.

- Working directly with the group leaders of the History-Geography-Civic Education group and the Physics-Informatics-Technology group, the group leaders also confirmed: the groups do not have a process for introducing the group leader and deputy group leader of the subject.

- Talking directly with the verification team, Mr. Ho Viet Hung also admitted: In the process of appointing the head and deputy head of the professional team, there was no introduction from the professional team.

Second content: Some teachers have titles and high achievements in professional groups, but were not appointed. Through checking personal records and direct dialogue between Mr. Ho Viet Hung and the verification team, the results showed that the reflections in the citizen's petition are well-founded.

From the results of verifying the contents reflected in the petition, the Director of the Department of Education and Training concluded: The leaders of Nam Dan 1 High School, chaired by Mr. Ho Viet Hung - Principal, did not fully implement the procedures for appointing heads and deputy heads of professional groups in the History - Geography - Civic Education group and the Physics - Information Technology group, as stipulated in Article 16, Chapter 11, Charter of secondary schools, high schools and multi-level general schools, issued together with Circular No. 12/2011/TT-BGDDT dated March 28, 2011 of the Minister of Education and Training.

The cause of the above error is due to subjectivity and lack of caution in carefully studying the guidance documents. This error primarily belongs to Mr. Ho Viet Hung; at the same time, the collective responsibility of the Party Committee and the Board of Directors is also involved. Some information provided by citizens in the petition about teachers with titles and high achievements in professional groups but not appointed is well-founded. The leaders of Nam Dan 1 High School need to refer to it to consider when appointing in accordance with the actual conditions of the school.

The Department of Education and Training has a recommendation: For Nam Dan 1 High School: Re-appoint the positions of group leader and deputy group leader in the History-Geography-Civic Education group and the Physics-Informatics-Technology group, in accordance with the provisions of Article 16, Chapter 11, Charter of secondary schools, high schools and multi-level general schools, issued together with Circular No. 12/2011/TT-BGDDT dated March 28, 2011 of the Minister of Education and Training.

Organize a self-criticism and seriously draw lessons on the personal responsibility of Mr. Ho Viet Hung in the incomplete implementation of the procedure for appointing the head and deputy head of the professional group; the responsibility of the Vice Principals and Party Committee members of Nam Dan 1 High School in advising and giving suggestions to the principal. Send a report to the Department of Education and Training (through the Department Inspectorate) before December 20, 2012.

For the Department of Education and Training: The Personnel Organization Department advises the Director of the Department to issue specific instructions on standards and procedures for appointing positions under the authority of heads of educational institutions under the Department of Education and Training.
