Hanoi Department of Transport: Will ban motorbikes regardless of whether they are from other provinces
The restriction of motorbikes in the capital will be studied and implemented according to a roadmap from 2020 and there will be no distinction between motorbikes with Hanoi or other provincial license plates.
Before the information that Hanoi is studying a proposal to stop the operation of motorbikes from other provinces in the inner city area from 2021,Deputy Director of the Hanoi Department of Transport Ha Huy Quang affirmed that the city is considering restricting motorbikes in general, not just those with out-of-province license plates."When it is banned, it is banned completely, without discrimination," Mr. Quang emphasized.

According to Mr. Quang, recently Hanoi has deployed 12 walking streets and has completely banned all types of vehicles without distinguishing between local and provincial vehicles.When implementing the project to limit personal vehicles in the inner city, Hanoi will choose routes with full infrastructure from vehicle parking to effective operation of public transport to best meet people's travel needs. "These criteria meet the requirements to ban or limit personal vehicles," said Mr. Quang.
Mr. Nguyen Van Thanh, Chairman of the Vietnam Automobile Transport Association, said he supports the roadmap to ban private vehicles because the traffic congestion in Hanoi is extremely urgent. However, according to Mr. Thanh, cars with foreign license plates as well as cars in Hanoi need to have the same roadmap to ensure fairness. If this regulation is applied, people with cars with foreign license plates will switch to local license plates, because they still have daily travel needs.
Hanoi Department of Transport coordinated with the Institute of Transport Strategy to research and develop the project "Strengthening management of personal vehicles to reduce traffic congestion in the city".The drafting unit is considering restricting motorbikes to all vehicles, not just those with out-of-province license plates, in 3 phases: Phase 1 from 2020, restricting motorbikes from operating in the Old Quarter on weekends, holidays and Tet. In 2021, stopping motorbikes from entering the inner city area (belt 1) from 7am to 7pm daily; restricting motorbikes from operating in the Old Quarter on weekdays. Phase 2 from 2023, stopping motorbikes in beltway 2, and expanding restrictions to old streets. Phase 3, by 2025, will ban motorbikes in some locations within the beltway 3. Private cars will operate by the hour on some routes and areas. |
