Hanoi Department of Transport: Will ban motorbikes regardless of whether they are from other provinces

The restriction of motorbikes in the capital will be studied and implemented according to the roadmap from 2020 and there will be no distinction between motorbikes with Hanoi or other provincial license plates.

Before the information that Hanoi is studying the proposal to stop the operation of motorbikes from other provinces entering the inner city area from 2021,Deputy Director of the Hanoi Department of Transport Ha Huy Quang affirmed that the city is considering restricting motorbikes in general, not just those with out-of-province license plates."When it is banned, it is banned completely, without discrimination," Mr. Quang emphasized.

Mr. Quang saidproject "Strengthening the management of personal vehicles to reduce congestion in the city", which mentioned a roadmap to limit motorbikes from 2020,This is just a preliminary draft and the Department is continuing to consult experts to finalize it before reporting to the Hanoi City Party Committee and People's Committee. "This is not an official proposal yet," said the leader of the Department of Transport.

According to Mr. Quang, Hanoi recently implemented 12 walking streets and completely banned all types of vehicles, regardless of whether they are local or from other provinces.When implementing the project to limit personal vehicles in the inner city, Hanoi will choose routes with adequate infrastructure from vehicle parking to efficient operation of public transport to best meet people's travel needs. "These criteria meet the requirements to ban or limit personal vehicles," said Mr. Quang.

Mr. Nguyen Van Thanh, Chairman of the Vietnam Automobile Transport Association, said he supports the roadmap to ban private vehicles because the traffic congestion in Hanoi is extremely urgent. However, according to Mr. Thanh, cars with license plates from other provinces as well as cars in Hanoi need to have the same roadmap to ensure fairness. If this regulation is applied, people with cars with license plates from other provinces will switch to local license plates, because they still have the need to travel every day.

Hanoi Department of Transport cooperated with the Institute of Transport Strategy to research and develop the project "Strengthening management of personal vehicles to reduce traffic congestion in the city".The drafting unit is considering restricting motorbikes to all vehicles, not just those with out-of-province license plates, in 3 phases:

Phase 1 from 2020, restrict motorbikes from operating in the Old Quarter on weekends, holidays, and Tet. In 2021, stop motorbikes from entering the inner city area (ring 1) from 7am to 7pm daily; restrict motorbikes from operating in the Old Quarter on weekdays.

Phase 2 from 2023, stop motorbikes in beltway 2, and expand restrictions to old streets.

Phase 3, by 2025, motorbikes will be banned in some locations within the 3rd belt. Private cars will operate by the hour on some routes and areas.
