Summary of 1 year of pilot implementation of Agricultural Insurance according to Decision 315/QD-TTg
(Baonghean.vn) - This morning, July 3, the Provincial Agricultural Insurance Steering Committee held a conference to review one year of piloting agricultural insurance according to Decision No. 315/QD-TTg. Comrades Dinh Viet Hong - Vice Chairman of the Provincial People's Committee, Ho Ngoc Sy - Member of the Provincial Party Committee - Director of the Department of Agriculture and Rural Development chaired the conference.
Implementing the agricultural insurance pilot according to Decision 315/QD-TTg, Nghe An province has deployed insurance on rice plants in 3 districts of Yen Thanh, Dien Chau, Quynh Luu and on livestock including buffalo, cows, pigs in 9 communes of Do Luong, Thanh Chuong and Tuong Duong districts. By June 30, 2012, there were over 52,000 households participating in insurance, of which nearly 45,000 were poor households, nearly 5,000 were near-poor households and over 2,100 were normal households. There were 9,100 hectares of winter-spring rice and summer-autumn rice and over 3,200 livestock insured, with a total insurance value of over 345 billion VND. The total insurance premium was 16.2 billion VND, of which households had to pay 458.7 million VND, the state supported 15.7 billion VND.
Nghe An is assessed by the Central Steering Committee as the leading unit in terms of quantity, quality and implementation methods. However, the process of piloting agricultural insurance still has some problems and shortcomings. That is the lack of decisive participation of the Steering Committee of some localities. Most farmers do not agree or are satisfied with the benefits when participating in insurance: the scope and insurance benefits are still narrow. The delay in adjusting and supplementing the shortcomings in the documents; the requirements on implementation conditions, insurance scope, insurance benefits...
Concluding the conference, Vice Chairman of the Provincial People's Committee Dinh Viet Hong stated that the pilot implementation of agricultural insurance is the basis for the Central Government to make comprehensive major decisions related to agriculture, rural areas and farmers. The results achieved show the efforts of the sectors, levels and the Steering Committee. In the coming time: it is necessary to focus on overcoming shortcomings, strengthening propaganda, announcing, confirming natural disasters and epidemics in a timely manner and the Steering Committees at all levels must get involved to complete procedures as quickly as possible; Monitor, inspect and control the insurance area to promptly resolve the regime for people participating in insurance./.
