Summary of 2 years of implementing the project "Vocational training for rural workers"

(Baonghean) - This morning, January 11, the Government Office held an online meeting to review 2 years of implementing the project "Vocational training for rural workers" and deploy the plan for 2012. The conference was chaired by Deputy Prime Minister Nguyen Thien Nhan.

At Nghe An bridge, comrade Nguyen Xuan Duong - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee chaired.

According to the report of the Ministry of Labor, Invalids and Social Affairs, after two years of implementing the project, all levels and sectors have basically completed the guidance and implementation of the project's activities; nearly 800,000 rural workers (RL) have received vocational training under the project's policies; 54/63 provinces and cities have a post-vocational employment rate of over 70%; the remaining 9 provinces have achieved below 70%; In many places, the pilot vocational training model has become a new production model bringing high economic efficiency; attracting businesses, mobilizing social resources to participate in vocational training... However, after 2 years of implementation, localities still stop at the pilot model without widely replicating; training has not been linked with actual labor needs in the locality; the rate of RL after training with jobs is still low.

In Nghe An, after 2 years of implementing the project, vocational training has been organized for over 13,000 rural workers, bringing the rate of trained workers to 36%; the labor structure has changed in a positive direction, contributing to reducing the poverty rate by 3.5%/year. Implementing vocational training policies for rural workers, the Project Steering Committee has mobilized 48 vocational training facilities for rural workers, assigned targets to non-public vocational training schools; directed the construction of models such as raising super lean pigs; raising ducks; raising cattle and buffaloes for sale; exporting rattan and bamboo; growing high-yield vegetables... bringing high efficiency.

However, the vocational training project for rural workers in our province still has some limitations: the local ability to choose a career is not suitable to the needs of the people; the number of rural workers after vocational training has not been effective, vocational training has not been linked with job creation; the vocational training capacity of some facilities is still limited; there is no connection between 3 parties: teachers - learners - local authorities.

The main tasks in 2012 will focus on promoting propaganda work; promoting socialization of vocational training for rural workers; diversifying training types; attracting vocational training establishments, businesses and production and business establishments; encouraging vocational training according to business orders...

At the conference, the provincial Steering Committee for the project implementation had a number of recommendations and proposals to the Central Steering Committee for the project implementation: to soon issue a set of vocational training programs for rural workers; to add specialized staff to manage vocational training at the district level as approved in the project; to request the Government to support and invest in facilities for the three vocational training centers of Ky Son, Tuong Duong, and Que Phong...
