Summary of 3 years of promoting development and improving the efficiency of collective economy
(Baonghean.vn) - On the morning of September 22, a national online conference was held to review 3 years of implementing Conclusion No. 56-KL/TW of the 11th Politburo on promoting the implementation of Resolution 5 of the 9th Central Committee on continuing to innovate, develop and improve the efficiency of the collective economy.
Comrades: Le Hong Anh - Politburo member, Standing member of the Secretariat; Nguyen Thien Nhan - Politburo member, Chairman of the Central Committee of the Fatherland Front; Vu Van Ninh - Party Central Committee member, Deputy Prime Minister; Vuong Dinh Hue - Party Central Committee member, Head of the Central Economic Commission co-chaired the conference.

The report presented by Comrade Nguyen Xuan Cuong - Member of the Party Central Committee, Deputy Head of the Central Economic Commission, stated that Party committees and authorities at all levels have organized the study and dissemination of Conclusion No. 56 and seriously promoted awareness of collective economy in many diverse forms. The system of mechanisms and policies on collective economy has basically been formed, creating an important legal corridor for the development of collective economy.

Up to now, there have been 38 provincial and municipal cooperative alliances with cooperative development support funds with a total charter capital of VND 567 billion 500 million and a total operating capital of VND 1,075 billion 421 million. The Fatherland Front and mass organizations have mobilized and educated the masses and members to voluntarily participate in the collective economy and promote the role of ownership in cooperative economic organizations.
The collective economy, with cooperatives as its core, has gradually recovered and developed; new cooperative models have emerged that operate effectively, increasing the income of members. The contribution of the cooperative sector to GDP in 2013, for the first time in nearly 20 years, increased compared to the previous year. Total revenue of cooperatives in 2014 reached VND 26,400 billion, an increase of VND 2,460 billion compared to 2013. The total number of regular workers in cooperatives in 2014 was 1,585,382 people, an increase of 57,421 people compared to 2013.

The report also presents the difficulties, limitations and causes of the difficulties and limitations; at the same time, it clearly states the orientation for collective economic development in the coming time. Accordingly, the collective economic development will be in line with the market economic mechanism associated with the process of restructuring the economy, renewing the growth model, restructuring the agricultural sector associated with building new rural areas, building links between enterprises, cooperatives, cooperative groups and household economies, etc.

At the Conference, the Central Committee of the Fatherland Front, the Ministry of Planning and Investment, the Ministry of Agriculture and Rural Development, the Vietnam Cooperative Alliance and representatives of many provinces and cities across the country also presented reports to contribute more proposals and recommendations on solutions to improve the efficiency of the collective economy, focusing on some main contents such as: developing new-style agricultural cooperatives is a breakthrough to restructure agriculture and increase sustainable income for farmers, localities need to have plans and assign implementation responsibilities to provincial, district and commune levels, organize training on the 2012 Law on Cooperatives and Decrees guiding the implementation of the Law on Cooperatives of the Government, actively propagate the policies and guidelines on cooperative development, new-style cooperative models to the entire population through training materials, leaflets, newspapers, television, etc.

In his concluding remarks at the conference, comrade Le Hong Anh assessed that in recent years, the collective economy has played a role in many fields and industries, contributing to social stability and economic development of the country. He also requested that in the coming time, ministries and branches need to continue to innovate methods, organize learning, and thoroughly grasp the Resolution of the 5th Central Conference, making the collective economy an important economic component in the national economy. The Party Central Committee and the Government direct ministries and branches to issue documents guiding the implementation of the Law on Cooperatives, regularly review issued documents to closely implement them in practice, continue to take measures to remove difficulties, improve and enhance the capacity of the management apparatus, and strengthen the functions and tasks of the cooperative alliance in economic development.
Comrade Le Hong Anh also requested the Cooperative Alliance to coordinate with research institutes to organize training courses to improve staff qualifications, proactively coordinate with international organizations to seek cooperation, and mass organizations to continue to promote their roles and responsibilities in many forms, regularly self-innovate, promote internal resources, and further improve collective economic efficiency./.
