Summary of 3 years of implementing Directive 03/CT-TU

On the morning of May 19, the Secretariat held a national online conference to review 3 years of implementing Directive 03/CT-TW of the Politburo on continuing to promote studying and following the moral example of Ho Chi Minh with 62 connecting points nationwide.

The implementation of Directive 03 continues to receive attention and promotion from Party committees at all levels, gradually becoming routine.

In the summary report on the results of 3 years of implementing Directive 03, comrade Dinh The Huynh stated: Over the past 3 years, especially in 2013, the implementation of Directive 03 continued to receive attention and promotion from Party committees at all levels, gradually becoming routine. The inclusion of topics in monthly Party cell activities gradually became routine, contributing to improving the quality of Party cell activities. The implementation of the responsibility to set an example was directed by Party committees at all levels in conjunction with the implementation of Resolution 4 of the Central Committee (term XI), Regulations on the responsibility to set an example, and Regulations on what Party members are not allowed to do.

The development, amendment and supplementation of ethical standards are increasingly practical, closely following the actual conditions, characteristics and tasks of localities, agencies and units, suitable for each subject and position of work. Regarding the tasks in the coming time, it is necessary to continue raising awareness to thoroughly grasp the importance, practical and long-term significance of studying and following Ho Chi Minh's moral example throughout the Party and the whole society with the spirit of "practice goes hand in hand with words". Resolutely overcome the situation where "there are still some localities, cadres and units that have not fully recognized the importance and significance of continuing to promote studying and following Uncle Ho".

The implementation of the Directive must be associated with the implementation of political tasks, socio-economic development, ensuring national defense and security and patriotic emulation movements in each locality, agency and unit. At the same time, enhance thematic meetings on the implementation of Directive 03 and the Secretariat's Regulations on the exemplary responsibility of cadres and party members, especially key leaders at all levels.

Delegates attending the Conference at the bridge points focused on assessing the implementation situation, sharing specific approaches, frankly stating the remaining problems in localities, agencies and units to supplement and clarify the comments and assessments in the Central Committee's report; analyzing the causes, drawing experiences, proposing solutions to make studying and following Ho Chi Minh's moral example increasingly practical and effective.

Concluding the Conference, Standing member of the Secretariat Le Hong Anh pointed out that the results of implementing the Politburo's Directive were specifically demonstrated by positive changes in the implementation of socio-economic development, national defense and security tasks and Party building work of many localities, agencies and units; creating a vibrant competitive atmosphere, contributing to promoting the implementation of political tasks of all levels and sectors; innovating working methods, working style, spirit and attitude towards serving the people, actively fighting against corruption and waste. Many typical and advanced collectives and individuals have emerged, worthy of recognition, honor and replication. The implementation of the Directive has contributed to improving the quality of Party cell activities, leadership capacity and fighting strength of grassroots Party organizations and Party members in many agencies and units.

However, the Standing Secretariat also pointed out limitations and weaknesses to be determined to overcome in the coming time.

That is: The Directive is still implemented in a formal, perfunctory manner, lacking inspection and supervision, and the implementation efficiency is not high. In some places, there is still confusion in the leadership, direction and organization of implementation to closely match the conditions and tasks of each unit. In many places, the responsibility of setting an example by the leaders is not well implemented. The inclusion of the content of studying and following Ho Chi Minh's moral example in the education and training programs in schools is still slow. In the organization of implementation, there is a lack of uniformity, regularity and continuity.
