Summary of 8 years of implementing the political commissar and political officer regime in the Army

(Baonghean.vn) -On the afternoon of September 4, the Party Committee of the Border Guard of Nghe An province held a preliminary review of 8 years of implementing Resolution No. 51-NQ/TW of the 9th Politburo on continuing to perfect the Party's leadership mechanism, implementing the one-person commander regime in conjunction with implementing the political commissar and political officer regime in the Vietnam People's Army. Attending the conference were Major General Nguyen Canh Hien, Deputy Commander of the Border Guard Command and representatives of the Provincial Party Committee's Organization Board.

After 8 years of implementing Resolution No. 51, in addition to leadership and direction solutions, the Party Committee of the Border Guard of Nghe An province has been proposed by the Party Committee of the High Command to appoint and appoint 2 political commissars, 2 deputy political commissars, 90 political officers and appoint 60 deputy political officers according to its authority; select and send 35 comrades to attend training courses. Currently, the entire force has 51 political commissars and political officers, including 1 political commissar, 1 deputy political commissar, 27 political officers, 22 deputy political officers (compared to the quota, there is a shortage of 2 deputy political officers).

Through the implementation of this title, the Party's leadership role in the army has been basically demonstrated, the independence and decisiveness of the commander has been promoted, the Party organization system from the province to the grassroots has been consolidated, and the political department has been perfected. In general, the team of political commissars and political officers has been trained basically, assigned to the right major, has a strong political stance, clearly defines the role and responsibility of the political leader, is committed and dedicated; every year, over 90% of party members are qualified, excellently complete their tasks and complete their tasks well...

In addition to the above advantages, after 8 years of implementing Resolution 51, some limitations and problems have been revealed, such as: awareness, implementation of duties and powers of political commissars and handling of relationships are still confusing, some political commissars still show timidity and lack of confidence; working methods and style are still limited, not on par with the role and responsibilities of the political officer in charge...

Conference overview

Speaking at the conference, Major General Nguyen Canh Hien provided further information on the implementation results of Resolution 51 in the entire force, acknowledged and highly appreciated the implementation results in Nghe An; at the same time, pointed out a number of shortcomings and limitations so that the Provincial Border Guard Party Committee could direct units to be proactive and sensitive to perform well the assigned tasks.
