The explanatory report of the Department of Home Affairs, the standing agency of administrative reform, presented by Ms. Cao Thi Hien - Director of the Department, has quite fully stated the current situation of many shortcomings in administrative reform work in the province and the problem of degraded public ethics in a number of cadres, civil servants and public employees. It can be seen that, although we have made efforts to build a professional administration, providing the best public services to people and organizations, there are still shortcomings that do not meet the requirements, people, businesses and organizations have difficulty in accessing and using public services. Public opinion has also reflected the situation of "one-stop shop" but many "locks", rolling out the red carpet to welcome investors but in reality it is not easy to resolve investment procedures in the area. Therefore, the results of the survey to assess provincial competitiveness in recent years show that our province is still ranked at the bottom. More painfully, recently, regarding the public ethics of cadres and civil servants in performing their assigned duties, there have been a number of cases of cadres and civil servants violating public ethics and professional ethics, causing serious consequences, such as the case of some forest rangers "getting involved" in assisting illegal loggers; some market management officers and employees corrupting their ethics and embezzling people's money... as public opinion has reflected, causing outrage and reducing people's trust. One of the important causes of these shortcomings is that "A significant number of cadres, civil servants and public employees have a low sense of responsibility, poor public ethics, and are subject to harassment, annoyance, and even violations of the law".
Reasons for the existence: Administrative reform work still has many weaknesses and has not met requirements. Director of the Department of Home Affairs Cao Thi Hien affirmed in her explanation: “The implementation of responsibilities of leaders is not complete, not close, and not timely. Some cadres and civil servants have low sense of responsibility, weak ethics, and unserious working style. The management of cadres and civil servants in some agencies and units is not complete, and the handling of responsibilities for violations is not timely and not strict”. On the part of the people: “There is no reflection and responsibility to the end to coordinate in detecting and handling improper behaviors of cadres and civil servants to deter and prevent”.
Ms. Nguyen Thi Quynh Nga (Thanh Chuong) requested further clarification: "A large number of civil servants are mainly concentrated at which level, provincial level or district level, grassroots level, so that more specific solutions can be effective?" Delegate Thai Thi An Chung (Do Luong) requested to know the results of the evaluation and classification of civil servants in recent years? Have those results accurately reflected the productivity, quality and ethics of civil servants? These are two specific issues that the Director of the Department of Home Affairs still owes to the Provincial People's Council. Currently, there are still no specific statistics on which level the "large number" is concentrated at, Ms. Cao Thi Hien also just generalized when explaining: "The large number is in all departments, in all sectors, at all levels...". Regarding the recent evaluation and classification of civil servants, Ms. Cao Thi Hien also admitted that there are currently formalities, the evaluation and classification are not true to the substance, the movement and the classification results are not commensurate with each other. The province has an annual evaluation form for civil servants, but the attitude and responsibility of implementation is not good, so the results are not true. The Director of the Department of Home Affairs also frankly accepted responsibility for the problem of some market management officers violating public ethics, which is that they have not consulted to develop a set of regulations and standards of public ethics to apply and adjust the behavior and duties of civil servants.
