Nghe An Department of Health guides the implementation of health sector activities in two-level government organization
The Department of Health has instructed to maintain the provincial and district-level health service units. The Department of Health will continue to manage the district-level hospitals and health centers. The commune and ward health stations under the health centers will be maintained as they are now to serve the people until the project to rearrange the public health service units in the area is approved by the Provincial People's Committee.
On July 4, Nghe An Department of Health issued Official Dispatch No. 2823/SYT-NVY on guiding the implementation of health sector activities in the two-level government organization to the People's Committees of communes and wards; medical centers under the Department; medical and pharmaceutical establishments; health stations of communes and wards in Nghe An province.

According to the official dispatch, Nghe An Department of Health has clearly guided the functions, tasks and powers of state management in the health sector of the People's Committees at the commune level in the following areas of work: Preventive medicine (Prevention and control of infectious diseases and HIV/AIDS; non-communicable diseases; vaccination; community nutrition; environmental health, labor, school hygiene; prevention of harmful effects of tobacco, alcohol, beer and other risk factors; public health management; health education and communication);medical examination and treatment, rehabilitation; population; mothers and children; social protection; prevention and control of social evils; traditional medicine and pharmacy; practice management; pharmaceuticals and cosmetics; food safety; medical equipment and medical works; health insurance and other local areas.
Notably, the People's Committee of the commune and ward has the function, task and authority to establish a grassroots Council at the commune and ward level to consider awarding the title of "People's Doctor" and "Excellent Doctor" to individuals who have worked and are working at medical facilities under the management authority of the People's Committee of the commune and ward level.
To carry out activities in the fieldmedicalTo ensure smooth implementation of the transitional period of implementing two-level local government, Nghe An Department of Health stated: Maintain the provincial and district-level health service units. For district-level hospitals and health centers, the Department of Health continues to manage to ensure the organization of health service provision in inter-commune and ward areas. Health centers are responsible for guiding and implementing professional activities on preventive medicine, population, food safety, etc. for health stations.
Maintain the current commune, ward and town health stations under the health center to serve the people until the project to rearrange public health service units in Nghe An province is approved by the Provincial People's Committee.
It is expected to arrange the old commune-level health stations into 130 health stations according to the new commune-level administrative units and have health points (under the main commune health stations) in the old communes to serve the people, especially in mountainous areas and large areas, creating favorable conditions for people to access health care services.
The Department of Health requests units to coordinate with the Social Insurance of Region VII and the Inter-district Insurance to continue to implement and maintain health insurance examination and treatment at medical examination and treatment facilities in Nghe An province; continue to sign health insurance examination and treatment contracts with medical stations in the province according to Official Dispatch No. 355/SYT-NVY dated February 3, 2025 of the Department of Health guiding the registration of initial medical examination and treatment and transfer of patients between health insurance examination and treatment facilities in Nghe An province.
