Nghe An Department of Health announces recruitment of civil servants.
The Department of Health announces the following recruitment needs for civil servants to work in units within the sector:
Based on Decree No. 115/2020/ND-CP dated September 25, 2020, and Decree No. 85/2023/ND-CP dated December 7, 2023, of the Government regulating the recruitment, employment, and management of public employees; and Circular 06/2020/TT-BNV of the Ministry of Interior dated December 2, 2020, promulgating the regulations on organizing competitive examinations and selection processes for civil servants and public employees, examinations for promotion to higher ranks for civil servants, and examinations or assessments for promotion to higher professional titles for public employees; and the regulations on competitive examinations and selection processes for civil servants and public employees, examinations for promotion to higher ranks for civil servants, and examinations or assessments for promotion to higher professional titles for public employees;
Based on Official Letter No. 11328/UBND-TH dated December 19, 2024, from the People's Committee of Nghe An province regarding the structure, titles, positions, and number of people to be recruited to work in public non-business units; and Plan No. 255/KH-SYT dated January 20, 2025, regarding the plan for recruiting civil servants for units under the authority of the Director of the Department of Health.
The Department of Health announces the following recruitment needs for civil servants to work in units within the sector:
I. POSITION, TARGETS, AND PROFESSIONAL QUALIFICATIONS REQUIRED
1. Admission criteria: 357 targets

II. CONDITIONS AND CRITERIA FOR REGISTERING TO PARTICIPATE IN THE CIVIL SERVICE RECRUITMENT PROCESS
1. Conditions and criteria for recruitment registration
a) Possess Vietnamese citizenship and reside in Vietnam;
b) Those aged 18 and above.
c) Having submitted an application;
d) Having a clean record;
d) Possess professional qualifications; computer skills and foreign language certificates relevant to the job position;
e) Be in good health to perform the job or task.
2. The following individuals are not eligible to apply for civil servant positions.
a) Loss of or limitation of civil capacity;
b) Currently under criminal investigation; serving a sentence or criminal judgment of the Court; currently subject to administrative measures such as compulsory rehabilitation, compulsory education, or placement in a reformatory school.
3. Priorities in civil servant recruitment
a) Heroes of the Armed Forces, Heroes of Labor, wounded soldiers, those receiving benefits similar to wounded soldiers, wounded soldiers of type B: Receive an additional 7.5 points to their Round 2 score;
b) Ethnic minorities, military officers, police officers, retired professional soldiers, personnel working in cryptography who have transferred to other fields, graduates of reserve officer training, graduates of training for commanders of commune-level military command boards in the grassroots military sector who have been granted reserve officer ranks and registered in the reserve officer category, children of martyrs, children of wounded soldiers, children of sick soldiers, children of those receiving policies similar to wounded soldiers, children of wounded soldiers of type B, biological children of resistance fighters exposed to chemical toxins, children of Heroes of the Armed Forces, children of Heroes of Labor: 5 points will be added to the score in round 2;
c) Individuals who have completed military service, service in the People's Public Security Force, or service in the Youth Volunteer Corps: Receive an additional 2.5 points to their Round 2 score.
d) Trade union officials who have risen through the ranks from the grassroots level and within the workers' movement: Receive 1.5 points added to their Round 2 results.
If an applicant falls under multiple priority categories according to the above regulations, only the highest priority point will be added to the score in Round 2.
III. RECRUITMENT METHODS AND CONTENT

2. Content: To assess the knowledge and professional skills of applicants according to the requirements of the job position being advertised.
The recruitment process for civil servants must go through two full rounds as follows:
ButRound 1: Review the information in the application form, assess computer and foreign language skills (if applicable), and compare it with the requirements of each job position to determine eligibility to participate in the interview for selection.
(For positions requiring basic IT skills and proficiency in a foreign language or a minority language for officials working in ethnic minority areas, if there is no certificate to prove competence, an assessment test must be conducted.).
- Round 2: Professional skills test in the specialized field, conducted via oral examination with a 100-point scale.
For those applying for job transfers, the oral examination (round 2) is not required. After accepting applications for job transfers, if there are still vacancies, an oral examination will be conducted for the remaining applicants to fill the vacancies.
Oral examination time: 30 minutes (candidates have no more than 15 minutes to prepare, which is not included in the examination time).
The recruitment process is conducted in accordance with Circular No. 06/2020/ND-CP dated December 2, 2020, issued by the Ministry of Interior, promulgating the regulations on organizing competitive examinations and selections for civil servants and public employees, examinations for promotion to higher ranks for civil servants, and examinations or selections for promotion to higher professional titles for public employees; and the regulations on competitive examinations and selections for civil servants and public employees, examinations for promotion to higher ranks for civil servants, and examinations or selections for promotion to higher professional titles for public employees.
3. Determine the successful candidates.
Candidates who pass the civil servant recruitment examination must meet all of the following conditions:
a) Having a score of 50 points or more in round 2.
b) Candidates with a total score from round 2 plus any bonus points (if applicable) who have a higher score will be selected in descending order of their scores within the recruitment quota for each job position.
In the event that two or more candidates have the same total score in the second round of selection (after adding priority points) for the last vacant position, the successful candidate will be decided by the Director of the Department of Health.

The application file (placed in a file folder) must include the full name, address, contact phone number, and a list of required documents:
- Application form according to mẫu số 01 (Form No. 01) in the Appendix issued with Government Decree No. 85/2023/NĐ-CP dated December 7, 2023, regulating the recruitment, use, and management of civil servants;
- A copy of the professional diploma;
- Certificate in basic or higher-level Information Technology applications (if available);
- Foreign language certificates as required by the position (if any): For positions requiring a university degree or higher: A foreign language certificate equivalent to level 2 (according to the 6-level Foreign Language Proficiency Framework for Vietnam);
- Certificate proving eligibility for priority consideration in civil servant recruitment (if applicable);
Note: For cases where individuals are currently working at another agency or unit and their employment contract has not yet been terminated, a letter of consent from their current employer is required.
V. LOCATION, TIME OF APPLICATION SUBMISSION, AND ADMISSION FEES
1. Application submission location: Applicants can submit their applications directly or via postal service to the recruiting unit or to the Department of Health (No. 18, Truong Thi Street, Vinh City, Nghe An Province).
2. Application deadline: From February 3, 2025 to March 4, 2025.
3. Recruitment fee: Charged according to current regulations.
