The Department of Health announces the need to recruit civil servants to work in units in the industry as follows:

Pursuant to Decree No. 115/2020/ND-CP dated September 25, 2020, Decree No. 85/2023/ND-CP dated December 7, 2023 of the Government regulating the recruitment, use and management of civil servants; Circular No. 06/2020/TT-BNV of the Ministry of Home Affairs dated December 2, 2020 promulgating regulations on organizing examinations, recruitment of civil servants, civil servant promotion examinations, examinations or consideration for promotion of professional titles of civil servants; internal regulations on examinations, recruitment of civil servants, civil servant promotion examinations, examinations or consideration for promotion of professional titles of civil servants;

Pursuant to Official Dispatch No. 11328/UBND-TH dated December 19, 2024 of the People's Committee of Nghe An province on the structure, titles, positions, and number of people accepted and recruited to work in public service units; Plan No. 255/KH-SYT dated January 20, 2025 on the plan to accept and recruit civil servants of units under the authority of the Director of the Department of Health.

The Department of Health announces the need to recruit civil servants to work in units in the industry as follows:

I. POSITION, QUALIFICATIONS, AND PROFESSIONAL QUALIFICATIONS REQUIREMENTS

1. Admission criteria: 357 indicators

2. Recruitment requirements: SpendDetails according to each job position.

II. CONDITIONS AND STANDARDS FOR REGISTRATION TO PARTICIPATE IN THE CIVIL SERVANT RECRUITMENT

1. Conditions and standards for recruitment registration

a) Have Vietnamese nationality and reside in Vietnam;

b) 18 years of age or older.

c) Have an application form;

d) Have a clear background;

d) Have a professional degree; IT and foreign language certificates suitable for the job position;

e) Be physically fit to perform the work or duties.

2. The following people are not allowed to register for civil service recruitment:

a) Loss of civil act capacity or limited civil act capacity;

b) Being prosecuted for criminal liability; serving a criminal sentence or decision of the Court; being subject to administrative measures such as being sent to a compulsory drug rehabilitation facility, compulsory education facility, or reformatory school.

3. Priority in recruiting civil servants

a) Armed Forces Heroes, Labor Heroes, war invalids, people enjoying policies like war invalids, war invalids of type B: 7.5 points added to the results of round 2;

b) Ethnic minorities, military officers, police officers, demobilized professional soldiers, people working in secretarial work who have changed their profession, graduates of reserve officer training, graduates of training for commanders of commune-level military commands of grassroots military branches who have been awarded the rank of reserve officer and have registered for the reserve officer category, children of martyrs, children of wounded soldiers, children of sick soldiers, children of people enjoying policies like wounded soldiers, children of category B wounded soldiers, biological children of resistance fighters infected with toxic chemicals, children of Armed Forces Heroes, children of Labor Heroes: 5 points will be added to the results of round 2;

c) People who have completed military service, public security service, or youth volunteer team members: 2.5 points will be added to the round 2 score.

d) Union officials who grew up at the grassroots level, in the workers' movement: 1.5 points will be added to the results of round 2.

In case an applicant belongs to multiple priority categories according to the above regulations, only the highest priority points will be added to the round 2 score results.

III. FORM AND CONTENT OF RECRUITMENT

1. Recruitment form: Admission

2. Content: Test the knowledge and professional skills of candidates according to the requirements of the job position to be recruited.

The recruitment of civil servants must go through 2 full rounds as follows:

-Round 1: Check the information on the Application Form, evaluate IT and foreign language skills (if any), compare with the requirements of each job position to determine eligibility to participate in the interview.

(For recruitment positions requiring basic information technology skills and foreign language proficiency or ethnic minority language proficiency for officials working in ethnic minority areas, if there is no certificate to prove qualifications, they must undergo an assessment test.).

- Round 2: Exam in professional subjects in the form of an oral exam with a score of 100.

For cases of job transfer, there is no need to participate in the oral exam (round 2). After receiving the cases of job transfer, if there are still positions, the oral exam will be conducted for the remaining candidates to consider enough candidates.

Oral exam time: 30 minutes (candidates have no more than 15 minutes to prepare, not included in exam time).

The recruitment process is implemented according to Circular No. 06/2020/ND-CP dated December 2, 2020 of the Ministry of Home Affairs promulgating regulations on organizing examinations, recruitment of civil servants, public employees, civil servant promotion exams, examinations or consideration for promotion of professional titles of public employees; Internal regulations on examinations, recruitment of civil servants, public employees, civil servant promotion exams, examinations or consideration for promotion of professional titles of public employees.

3. Determine the successful candidate

. Candidates who pass the civil servant recruitment exam must meet all of the following conditions:

a) Have a score of 50 points or more in round 2.

b) The second round score plus priority points (if any) are higher, taken in descending order of points within the recruitment quota of each job position.

In case there are 02 or more people with the same total score in round 2 (after adding priority points) in the final recruitment quota of the job position, the successful candidate will be decided by the Director of the Department of Health.

IV. APPLICATION FORM

Application form (in a file bag) with full name, address, contact phone number and list of documents including:

- Application form according to form No. 01 of the Appendix issued with Decree No. 85/2023/ND-CP dated December 7, 2023 of the Government regulating the recruitment, use and management of civil servants;

- Copy of professional diploma;

- Certificate of basic information technology application or higher (if any);

- Foreign language certificate as required by the job position (if any): Job positions requiring university degree or higher: Foreign language certificate equivalent to level 2 (according to the 6-level Foreign Language Proficiency Framework for Vietnam);

- Certificate of priority in civil servant recruitment (if any);

Note: For those who are working at another agency or unit but have not yet terminated their labor contract, there must be an official letter of consent from the unit where they are working.

V. LOCATION, TIME FOR SUBMISSION OF APPLICATION, ADMISSION FEES

1. Place to submit application: Candidates submit application directly or via postal service to the recruiting unit or to the Department of Health (No. 18, Truong Thi Street, Vinh City, Nghe An Province).

2. Application deadline: From February 3, 2025 to March 4, 2025.

3. Recruitment fee: Collected according to current regulations.

VI. REVIEW PERIOD

The recruitment exam is expected to be held in March and April 2025. Interview time and location will be announced later.
