On the side of Nghe An province, there were comrades of the Standing Committee of the Provincial Party Committee: Nguyen Xuan Son - Deputy Secretary of the Provincial Party Committee, Le Xuan Dai - Vice Chairman of the Provincial People's Committee, Ha Tan Tien - Commander of the Provincial Military Command, Vo Viet Thanh - Secretary of Vinh City Party Committee and representatives of leaders, officers and soldiers of districts and units: Hung Nguyen, Nghi Loc, Vinh City, Cua Lo Town, Regiment 764, Center for National Defense and Security Education of Vinh University and Vinh Medical University.

The training launch ceremony is an annual activity, considered a festival of the province's armed forces, opening the new training season. At the launch ceremony, the Combat Training Order of the Military Region Commander was thoroughly grasped and the combat training tasks of the Nghe An province's armed forces in 2016 were disseminated.

Major General Tran Tien Dung - Deputy Political Commissar of Military Region 4 delivered a speech assigning tasks to the armed forces of Nghe An province.

Accordingly, during the training period, forces and units will be thoroughly informed to grasp the Party's political and military guidelines and viewpoints, Vietnamese military art; and be proficient in combat and training staff work.

At the same time, master military science and technology, social sciences and humanities, military logistics science, information technology and law; skillfully use military weapons and equipment to effectively serve the work of building a strong military force and firmly protecting the socialist Vietnamese Fatherland.

On this occasion, authorized by the Military Region 4 Command, the Prime Minister awarded the “Emulation Flag for Victory” to the Nghe An Provincial Military Command. At the same time, at the ceremony, units representing the command agencies, units, districts, cities, towns, etc. signed an emulation agreement.

At the Launching Ceremony, delegates watched the parade of units participating in the training, watched martial arts performances, and passed through the ring of fire of the 20th Reconnaissance Company.
