People contribute money and effort to do it all..."

Coming to Hoi Lam village, Cam Son commune, dozens of households here are working together to pour concrete on the last kilometers of traffic to close the entire inter-village traffic system before the Lunar New Year of Quy Ty 2013. This traffic system is called "new rural road" by the people, because it has been discussed and agreed upon by the Party Committee, the government and the people since the policy of building new rural areas was issued. Each kilometer of concrete traffic road here is completed with an average unit price of nearly 1 billion VND; in which, the province and district support 200 tons of cement/km, equivalent to 1/3 of the value of each kilometer of concrete road, the rest is contributed by the people to buy sand and gravel and each family sends one person to directly contribute to the road construction. By doing so, the muddy inter-village traffic system of the commune is quickly closed with concrete according to the criteria of building new rural areas. Many households also voluntarily donated land and cut down trees to open wide, beautiful roads.

Mr. Dau Xuan Dinh - Deputy Head of Hoi Lam village - Cam Son commune, a member of the People's Inspection Committee, directly supervising the concrete road construction project, said: Since agreeing to contribute money and effort to directly construct the road, people have clearly realized that they build the road for themselves to travel on, and for their own benefit. Therefore, every family enthusiastically participated, many families even provided candy and fruit for the concrete workers when making the road through the alley. Mr. Nguyen Van Than, also in Hoi Lam village - Cam Son commune, happily said: "When the village road was concreted, my family invested nearly 10 million VND to rebuild the gate, poured concrete on the 15m long alley to the house to make it clean and convenient for daily life." Not only Mr. Than's family, but almost every family in the village has poured concrete on the alley to the house like that.

Although it is a midland district with many difficulties, Anh Son is assessed by the province as one of the localities with good progress in building new rural areas. Up to now, the selected communes have basically completed the closure of rural traffic with concrete and achieved from 12 to 15 criteria out of 19 new rural criteria; the whole district has nearly 1,000 km of roads at all levels that have been closed with concrete at level 1; in the last 4 months of the year, 45 km have been built according to the plan. Notably, Dinh Son commune is not a commune chosen as a point for building new rural areas but has achieved the most criteria because the Party Committee, government and people have recognized the importance of this work and have participated most actively. This is also the first commune in Anh Son district to complete the criteria of closing the rural traffic system with concrete and effectively implementing economic restructuring, completing 15/19 criteria for building new rural areas.

By promoting the construction of rural transport, the people of Anh Son district have many advantages in cultural exchange, expanding economic development, taking care of education, health care and improving living standards. On that basis, localities in Anh Son have focused on building internal transport, improving canals, consolidating land plots, creating large plots for people to conveniently develop production in the direction of goods. Entering the 2013 spring crop, farmers in all communes were excited to plow on the newly planned large plots. Thus, from now on, farming households do not have to invest in many small plots anymore, but concentrate on intensive farming on a large area. This will help farmers reduce time and effort in traveling in production, care and harvesting. To successfully convert land, in addition to the right policy, the authorities and organizations in the localities have increased the work of explaining to people to understand the benefits after consolidating land plots. Therefore, immediately after drawing lots for land areas, many farmers hired bulldozers to level a large plot of land to focus on production investment.

While plowing on 4 sao of rice fields after conversion in Tuong Son commune, Mr. Nguyen Trong Thang in hamlet 6 said: “Previously, my family and other households in the commune had to plow in many different areas, which was both time-consuming and fragmented in production. Now that we have divided the large plots, we only work in one place, which is convenient for production, disease control, and if we bring in agricultural machinery, it will be easier to turn around. My family is also planning to buy a plow to increase productivity and free up labor.” The entire 4 sao of spring crop this year will be planted with Huong Uu 8328 rice variety - a high-quality pure rice variety to increase income per unit area. The whole Tuong Son commune has 50 hectares of this rice variety.

With the early completion of land conversion, Anh Son farmers have had an advantage in mechanizing agriculture, shifting the structure towards concentrated commodity production. Land consolidation is not a criterion in building new rural areas, but it is an important driving force to boost production, contributing to increasing income for farming households. The reality of land consolidation and plot exchange has encouraged farmers to accumulate land, develop large-scale production, contributing to speeding up the implementation of the National Target Program on building new rural areas. To do so, Anh Son district has well implemented the grassroots democracy regulations and actively mobilized people to participate in programs and projects. Therefore, throughout the villages, people are truly enthusiastic about this work and have started to implement it with the consistent awareness: "We work for ourselves to enjoy".
