Early promulgation of regulations on social criticism supervision

President Truong Tan Sang: The success of national solidarity work is the foundation for the success or failure of a country.

On the afternoon of January 22, at the Presidential Palace, President Truong Tan Sang attended a conference to review the implementation of the coordination regulations between the President and the Presidium of the Central Committee of the Vietnam Fatherland Front in 2012.

According to the report at the conference, in 2012, in the context of our country facing many difficulties and challenges due to the existing weaknesses of the domestic economy and the impact of the global recession, the President, Vice President and the Presidium of the Central Committee of the Vietnam Fatherland Front had many practical activities, calling for the spirit of national solidarity to overcome difficulties and develop the socio-economy; organized visits to encourage people in areas affected by natural disasters and floods, and actively mobilized people nationwide, organizations and individuals to share and support compatriots in affected areas; proposed that the State issue many mechanisms and policies on social security to improve the lives of all classes of people, especially the poor, ethnic minorities, remote mountainous areas, and families with meritorious services.

During their visits and working trips to other countries, the President and Vice President always pay attention to encouraging overseas Vietnamese, promoting the tradition of patriotism, uniting to preserve national cultural identity, and working towards building the homeland.

The Vietnam Fatherland Front has made great efforts to fulfill its role as a bridge between the Party, the State and the people. Its activities have become increasingly practical and in-depth, meeting the aspirations of all classes of people, contributing to building the great national unity bloc.

The two sides also coordinated well in encouraging patriotic emulation movements, campaigns launched by the Fatherland Front such as: "The campaign for the whole people to unite to build a cultural life in residential areas", "Day for the poor", activities such as "Fund for hunger eradication and poverty reduction, Golden Heart Fund" have become widespread mass movements, attracting the self-awareness of many classes of people at home and abroad; mobilizing thousands of billions of VND from social resources for hunger eradication and poverty reduction.

The two sides have also actively participated in building a clean and strong Party, building a rule-of-law State of the people, by the people, and for the people; strengthening people's activities; promoting democracy, caring for and protecting the legitimate rights and interests of the people; maintaining social order and safety, fighting corruption, practicing thrift and combating waste.

At the conference, delegates raised a number of shortcomings in the implementation of the coordination regulations such as the nature of the work of the two sides being quite independent, there being no regular working contact, so the information system between the two sides was not timely, and the organization of thematic meetings between the two sides was not carried out as planned.

The handling of some complaints and denunciations of citizens has not yet been coordinated to make recommendations to competent state agencies. Many delegates also raised social concerns that need immediate solutions, such as the degradation of social ethics, complex developments in crime and corruption, and many shortcomings in education and training.

Speaking at the conference, President Truong Tan Sang said that in the context of economic difficulties in the past year, mobilizing the entire population to make efforts to overcome and stabilize production is of great significance, and that it can be affirmed that the success of the work of great national unity is the foundation for the success or failure of a country.

Entering 2013, the President said that this is a pivotal year for implementing the 5-year plan of the 11th Party Congress, therefore, together with the entire Party and the entire people, the role of the Vietnam Fatherland Front is extremely important in participating in building the political system and uniting the entire people to successfully carry out the assigned tasks.

The President emphasized: in response to practical requirements, the coordination between the two agencies must be closer, meetings must be held regularly, and according to the functions of the President and the Vietnam Fatherland Front, more thematic meetings must be held, such as participating in collecting opinions on amending the 1992 Constitution or discussing solutions to pressing social issues...

In 2013, the Regulations on social criticism supervision will be soon issued as a basis for the Vietnam Fatherland Front and units and individuals to participate in supervision and contribute to building an increasingly democratic and prosperous country./.
