After more than 2 months (from the beginning of September until now), she has fulfilled the center's requirements of attending language classes, paying a deposit of 90 million VND, submitting original transcripts, original professional graduation certificates, passports, etc. During the procedure, the center promised that workers could leave the country around December. However, in reality, the program to send nurses and caregivers to study and work in Germany has only been piloted and only the Department of Overseas Labor Management - Ministry of Labor, War Invalids and Social Affairs is the only agency that can select nurses to work. All recruitment activities are non-profit programs and candidates do not have to pay any costs, except for visa fees. In 2014, the program only recruited once in May 2014. Too frustrated, the workers went to the center to question. After that, the center returned the deposit and the extra money (5 million VND). As for the 4 million VND (paid for language lessons), everyone accepted to lose it and considered it a "fee" in exchange for their lessons.
The above incidents show that there are more and more tricks for companies and units to deceive workers and if they do not grasp the information clearly, workers will have to pay high fees, work not as committed or be sent abroad illegally. The management of companies and units operating in the field of export is currently facing many difficulties because most labor export enterprises are still lax in managing their contacts. Therefore, after being introduced to the facility, they only have a few consultation sessions in the district or commune, then leave it to the representative office, the selection staff or completely rely on the "broker". Therefore, workers are easily taken advantage of by brokers to exploit contracts or to increase costs.

In addition, the phenomenon of workers voluntarily or through brokers by traveling, visiting relatives, fake marriages or by other unofficial routes to go to some countries such as Angola, Japan, Korea, Australia, Canada, Eastern European countries to work without a labor contract and reside illegally still occurs in many places.
Every year, the whole province has about 12,000 people going abroad to work officially, accounting for more than 1/3 of the total number of workers who have jobs in the whole province. The amount of foreign currency transferred by overseas workers annually reaches about 250 million USD; contributing to job creation, hunger eradication, poverty reduction, improving economic conditions and living standards of people and investing in building rural infrastructure in some localities. After working abroad, workers have changed their industrial working style, better awareness and sense of labor discipline, and improved skills. When returning home, they can create jobs for themselves or be recruited and employed by domestic and foreign enterprises that come to invest. However, labor export also has limitations and is not commensurate with expectations. The quality of laborers participating in labor export is still low, the proportion of unskilled laborers is high, the rate of runaway laborers is still high... Information and propaganda work is still limited, state management work in some localities is sometimes loose and not strict.
In the coming time, to promote labor export and promptly prevent fraud against workers, it is necessary to conduct a good investigation and survey of workers' needs to work abroad to develop and organize effective annual labor export plans. Encourage and create favorable conditions to attract capable and reputable labor export enterprises to consult, select workers and send many workers of the province to work abroad, expand many new markets with high and stable incomes, meeting the needs of workers.
Do a good job of management, coordinate with the People's Committees of districts, cities and towns to direct communes, wards and towns to effectively carry out propaganda work, create sources and recruit workers to work abroad. Build models of linking communes, wards and towns with labor export enterprises. Publicly post and announce on the radio units and enterprises with full legal status operating in the field of labor export at the headquarters of the People's Committees of communes, wards and towns so that people and workers know. In addition, strengthen information and propaganda work on labor export to raise workers' awareness of safe and legal channels to work abroad; ways to protect themselves, etc.
