Mr. Dao Tam Tinh, Director of Nghe An Library, said: In the first four months of 2011, there were 10,000 readers coming to the library, more than 20,000 books were circulated, 500 new cards were issued, and more than 6,000 books were added. On major national holidays, the Library promptly promoted, displayed, created specialized catalogs, and organized three cultural activities related to Han Nom documents, the Perpetual Calendar, and the book series Nghe An Toan Chi being compiled. The Vietnamese Ethnic Culture Day and World Book and Copyright Day (April 19-26, 2011) had more than 400 readers participating. On this occasion, the library also gave books to circulate and sponsored books for district and grassroots libraries.

In the grassroots library movement, 150 books were circulated to border post 553 (Chau Khe - Con Cuong); additional libraries, bookcases and book circulation points were built in areas such as Vinh City, Hung Nguyen, Nghi Loc, Do Luong, Thanh Chuong, Que Phong, Quynh Luu.

Notably, in mid-May, Nguyen Bui Voi Private Library in Cat Van Commune, Thanh Chuong District was inaugurated and put into operation. From the beginning of May 2011, the Provincial Library implemented the Resolution of the Provincial People's Committee to move its headquarters to a new location on Le Nin Avenue, Vinh City.

Despite many efforts, Nghe An Library has encountered many difficulties in serving readers. Since the beginning of May, nearly 5,000 book bags, along with many library equipment, have been packed, carried, and transported to a new location by the staff.

However, the Library is still unable to serve readers because the facilities have not been officially handed over. Many construction items including elevators, restrooms... have not been put into use. Books, newspapers, and equipment must be hoisted to bring them to higher floors. Staff members continuously work in a complicated, noisy, dusty environment...

Recently, public opinion has been raised about the incident on July 3, 2011, the main contractor, Vietnam Construction Investment and Trade Joint Stock Corporation, sent people to dismantle many installed equipment, causing unnecessary chaos. On July 18, 2011, the investor, the Department of Culture, Sports and Tourism of Nghe An, reported to the Provincial People's Committee about the progress of the project and the termination of the construction contract for package No. 1, under the Project to build a new Provincial Library. Both sides have provided their own evidence, making it unclear when the 7-storey Provincial Library building will be completed.

Readers in general and staff of the Provincial Library in particular are very concerned and hope that relevant agencies will promptly find solutions to help the Provincial Library soon open to readers at its new location.
