(Baonghean) -According to local residents, the road from National Highway 7A to the Southwest Regional General Hospital, Con Cuong District, was built in parallel with the construction of the new hospital since 2009. However, the hospital has been completed and put into use for more than a year, but the road to the hospital is still unfinished, making it difficult for people, especially patients, to travel.

As the locals reported, arriving on this road one day in mid-November, we noticed that, in addition to being deserted and winding, the road has many potholes. Sunny days are fine, but on rainy days, the road is slippery and dirty... Ms. Vi Thi Thuy (living in Don Phuc commune) complained: "Because I've been sick for several days, I have to go to the doctor, but when it's raining like this, I don't want to go to the hospital at all. The village road is still paved with dry concrete, but the road to the hospital is slippery and muddy, making it easy to fall."

Ms. Huong, a vendor in front of the hospital gate, also sighed: “I wonder why the road project to the hospital is delayed? This road is already bad, and now that there are more people traveling, it is even worse. There are many cases where patients' relatives as well as hospital doctors and nurses have been injured while traveling on this road. Mr. Bui Van Hai - doctor, head of the emergency department of the Southwest Regional General Hospital, said: “On average, the hospital receives 2 emergency cases per day, sometimes 4-5 cases per day. Patients' relatives are all upset because the road is too bumpy, not to mention slippery when it rains. During the day it is still okay, but at night it is too difficult...”.

The road to the Southwest Regional General Hospital (Con Cuong) is seriously degraded.

It is known that the project of the road from National Highway 7A to the Southwest Regional General Hospital was approved by the Provincial People's Committee for investment in Decision 5736/QD-UBND.CN dated December 18, 2008, with a road length of 1,373m, starting point Km0+00 intersecting with the center of National Highway 7A, ending point Km1+373.85 intersecting with the center of the southern planning boundary; road width (roadbed) 36.0m; road surface width 21.0m; sidewalk width 2x7.5=15m, with a total investment of 41,226,000,000 VND. The project is divided into 2 construction packages, of which package 3 focuses on constructing roadbed items, drainage system, technical sewers. This package has been under construction since December 2009. On June 15, 2009, the Provincial People's Committee issued Decision No. 2774/QD/UBND-CN approving the bidding results of package No. 3 of the project, with the winning bid price of VND 12,697,440,000, to be completed after 9 months from the commencement date.

In December 2009, the District People's Committee started construction. Up to now, 70% of the roadbed volume from Km0+500 to Km1+373.85 has been basically completed, and the drainage and technical sewer systems of the entire project have been completed. However, the section from Km0+00 to Km0+500 has not been cleared, so the drainage and technical sewer systems for the entire route cannot be installed (because the drainage direction is towards Km0+00), leading to slow construction progress of the package.

The reason for the slow site clearance is that the section passing through Bong Khe commune has to resettle 18 households, Con Cuong town has 8 households, but has not been allocated capital. Talking to us, Mr. Tran Anh Tuan - Deputy Head of Industry and Trade Department of Con Cuong district, said: Lack of money is the main reason leading to the slow progress. Faced with that reality, the People's Committee of Con Cuong district has submitted Document No. 140/TTr.UBND requesting to adjust the investment phase to implement phase 1 of the project to the Provincial People's Committee. Specifically, reducing the roadbed from 36m to 12m (including 9m road surface, 2x1.5m=3m sidewalk) and constructing items: roadbed, drainage system, technical sewers, road surface... With this scale, only compensation for fences, some architectural objects, land and trees on the land is required, no resettlement and compensation for houses for affected households.

The construction of the road to the Southwest Regional General Hospital is extremely necessary, so all levels and sectors need to soon have a plan to implement and complete it to create favorable conditions for people, especially patients, to travel.
