Complete the Law projects soon
The Environmental Protection Law Project still has many different opinions from Government members.
Continuing the Government's thematic meeting on law-making, on the morning of August 13, under the chairmanship of Prime Minister Nguyen Tan Dung, Government members discussed a number of important Law projects.
One of the Law projects that received attention from Government members is the Law Project on Environmental Protection (amended), consisting of 19 chapters and 165 articles, an increase of 4 chapters and 29 articles compared to the current law.

Referring to specific contents in the draft Law, Government members focused on discussing issues with different opinions related to environmental planning; environmental impact assessment; organization of environmental protection of inter-provincial river basins; environmental protection plan; expenditure ratio for environmental career and investment in public environmental protection development;...
After listening to comments, Prime Minister Nguyen Tan Dung emphasized: Environmental protection work must be done step by step and resolutely in accordance with the reality and socio-economic conditions of the country.
Regarding the opinion that the draft Law stipulates that environmental planning covers other sectors, including biodiversity planning, water resources, waste treatment, environmental monitoring and activities related to the environment, which may lead to overlap in construction, approval and implementation, Prime Minister Nguyen Tan Dung stated: Environmental planning, we have now taken to a new level, called general environmental protection planning for the whole country, region and province.
The Prime Minister noted that the drafting committee needs to clarify regulations on environmental strategies, planning, and plans in the Law, to avoid overlap and confusion between concepts.
The Prime Minister said that the issue of organizing environmental protection of inter-provincial river basins should not be included in the Law, but it is necessary to clarify which agency is responsible for sanctioning violations related to the environment of river basins.
In this spirit, Prime Minister Nguyen Tan Dung requested the drafting committee to absorb the opinions of Government members and complete the Draft Law as soon as possible.
At the meeting, the Government also listened to and commented on the Draft Law amending and supplementing a number of articles of the Law on Marriage and Family. The Draft Law amends 50 articles, adds 57 new articles; abolishes 2 chapters and 7 articles compared to the current Law; is built to promptly meet the objective requirements of the practice of marriage and family in Vietnam; better recognizes, implements and protects the personal and property rights of individuals in the field of marriage and family; enhances the responsibility of individuals towards the family, the role of the family towards society and the role of the State and society towards the family.
Government members discussed a number of important issues such as: Marriage and family customs; marriage conditions; same-sex marriage, separation, surrogacy and incestuous marriage...
Also in this meeting, Government members discussed the Draft Law amending and supplementing a number of articles of the Law on Notarization and gave opinions on the direction of amending the 2005 Civil Code and the direction of developing the Draft Law on Investment and Management of State Capital Invested in Enterprises./.
