Among them are many cases that have caused negative public opinion such as dog theft, gambling, human trafficking, robbery, etc. Investigating some prominent cases shows that there are many alarming issues.
There have been many dog thefts in Nghi Loc, Yen Thanh, Hung Nguyen districts, etc., causing public outrage. The climax was an incident in Nghi Xuan commune, Nghi Loc district, when dog thieves used knives to slash the homeowner whose dog they had captured.

Mr. Chu Quang Chau - Nghi Xuan Commune Police Officer recounted: At around 1:30 p.m. on October 12, Hoang Cong Hiep (Nghi Long Commune) and Dao Ngoc Lam (Nghi Phong Commune) went to Xuan Phuc Hamlet, Nghi Xuan Commune to steal dogs. When the two were catching Mr. Pham Ba Cay's dog, they were discovered by Mr. Cay. Mr. Cay asked them to release the dog, but they crashed their motorbike straight into him and attacked him with a knife. Hearing Mr. Cay's cry, hundreds of people joined the chase and Hoang Cong Hiep was arrested. At this time, Mr. Cay had been slashed in the arm. The act of stealing dogs and slashing people made the local people extremely angry. Therefore, they beat the subject seriously and set fire to the motorbike. At that time, upon receiving the report, the local authorities as well as the 113 Police force were present at the scene, stabilized the situation and took the victim to the emergency room. The anger of the people had not yet subsided, so the ambulance was able to enter but could not exit, many people firmly refused to let the ambulance take the subject to the hospital. Afterwards, Hoang Cong Hiep died at the scene…
In Thanh Chuong, Tuong Duong and Ky Son districts, many women trafficking scams have appeared. According to statistics from the Women's Union of Con Cuong district, there are 108 women missing for a long time, of which 60 were temporarily identified as having been tricked and sold to China. On April 7, 2012, the police of Ky Son and Tuong Duong districts arrested Kha Van Nghiep, Luong Van Viet and Moong Van Nam residing in Bao Thang commune, Ky Son district and rescued 3 women who were being prepared to be taken to China for sale. Based on a petition for help from Ha Thi V. (residing in Luc Da commune, Con Cuong district), in early May 2012, the police urgently arrested Pham Van Binh (29 years old, residing in Hong Thang village, Don Phuc commune, Con Cuong district) for tricking V. and 4 other women into taking them to China to be sold for 47 million VND/person. On September 18, 2012, local border guards caught Vi Thi Phuong (born in 1982, in Dong Minh commune, Tuong Duong district) taking two women from Ky Son district to China to sell. Recently, in the Ban Ve resettlement area (Ngoc Lam commune, Thanh Chuong area), there were signs of human trafficking, 11 young women went to work for many years without returning...
Gambling in rural areas is also on the rise, large-scale and organized. Recently, Quynh Luu District Police discovered a professional gambling ring from districts, cities and towns "invading" Quynh Luu to gamble at Nguyen Ba Hoi's house, Quynh Giang Commune and caught 26 people red-handed gambling. Evidence seized at the gambling table was 126 million VND, 26 mobile phones, gambling tools and dozens of motorbikes. Among the gamblers, there were people from Dien Chau, Vinh City, Cua Lo Town... On June 29, Yen Thanh District Police caught two people red-handed, Tran Van Hung and Vuong Van Than, both from Hong Thanh Commune - Yen Thanh, gambling in the form of football betting. Evidence seized was a notebook recording the names of the people participating in the betting with a total amount of 970 million VND.
Recently, there have been many cases of fraud and theft with many complicated forms. On September 1, Yen Thanh District Police arrested Nguyen Thanh Binh, born in 1959, in Khanh Thanh Commune, Yen Thanh, for fraud and appropriation of property. Using fortune telling, Binh defrauded and appropriated over 600 million VND from a leader of the Provincial People's Court and 490 million VND from an officer of the Yen Thanh Procuracy. On October 9, 2012, Yen Thanh District Police arrested Ha Van Loi, Tran Van Phuc, Thai Huu Han residing in Xuan Thanh Commune, Tran Phuc Dinh residing in Hung Thanh, Pham Xuan Quy residing in Lang Thanh Commune, who specialize in cutting telephone cables...
Reviewing the causes of the disorder in rural areas, it shows that part of the "fault" lies with the local authorities and local authorities as well as the people's awareness. With dog theft still occurring despite many cases of dog theft being discovered and arrested, and even some subjects being beaten to death, according to Mr. Chu Quang Chau - Nghi Xuan Commune Police Officer, dog thieves like Hoang Cong Hiep and Dao Ngoc Lam are drug addicts and are very reckless. When stealing dogs, they often carry weapons such as knives, swords, tofu, bottles, etc. on their person, and slash anyone who gets in their way, so people are often very afraid of these subjects. "I think that the law is still not strict enough. For example, with dog thieves, when people catch them and hand them over to the police, they are only detained for a few days and then released. The reason is that the police cannot prosecute the crime of dog theft, because the property is not worth more than 2 million VND, not enough to prosecute... People are very upset about this, so when they are arrogant and slash people, they spontaneously act up and beat people to death like that" - Mr. Chau said.
Regarding why fraud and trafficking of women often occur in rural mountainous areas? It is known that many people in mountainous areas do not have stable jobs, their lives face many difficulties, and their low level of education and lack of knowledge are often lured by human traffickers with sweet words. A leader of the Tuong Duong District Police shared: The district police have warned about fraud and trafficking of women, but many families still do not listen. Only when their relatives suffer humiliation do they report to the police...
According to Report No. 677/BC-UBND-NC of the Provincial People's Committee, out of 1,049 cases of social order violations, 843 cases were investigated and clarified. Border guards, customs, and police forces discovered and arrested 846 cases, 1,190 drug offenders; discovered, arrested, and handled 657 cases, 2,876 gambling subjects... It can be said that the results of crime prevention and social evils achieved are very great. However, in reality, in some localities, the security and order situation in rural areas still has many worrying issues. For example, through the gambling case in Quynh Giang commune, have the local authorities and police forces loosened their management? And are people too indifferent to violations of the law? Or like after the case of a dog thief stabbing a person and then being beaten to death, causing bad public opinion in Nghi Xuan commune, the local people also asked the question: Why has a dog consumption network not been discovered until now?...
Faced with the above situation, it requires functional sectors and local authorities to intervene and soon have specific solutions to restore order and security in rural areas.
