Vinh - Cua Lo boulevard to open soon

(Baonghean.vn) - That was the direction of Vice Chairman of the Provincial People's Committee Huynh Thanh Dien at the meeting on implementing the Vinh - Cua Lo road project (phase 1) on the morning of December 27.

The project is nearly 11 km long, passing through Vinh City (3.4 km), Nghi Loc (4.8 km) and Cua Lo Town (2.632 km); the total project investment is 1,411 billion VND.

The planned capital allocation for the project in 2017 is 600 billion VND, currently disbursed 164.95 billion VND; expected to disburse 595.6 billion VND by January 31, 2018.

Regarding construction work, the lighting and signal light items have had a decision approving the design documents, construction drawings and estimates; the contractor selection procedures are being completed.

Road foundation and construction items on the route: Currently, the Department of Transport is directing contractors to focus on implementing the construction of the sections that have been handed over (5.5km) and is expected to complete the first layer of asphalt concrete before March 30, 2018; and the entire first layer of asphalt concrete before August 30, 2018.

Currently, on the route, all 4 contractors are implementing 8 foundation construction projects and 1 bridge construction project.

Regarding site clearance, 6.35 km have been cleared; 4.48 km remain (0.8 km of agricultural land; 3 km of residential land; 0.68 km of cemetery land). Current problems relate to 0.8 km of agricultural land; 3 km of residential land and gardens of 412 households; and the planned resettlement of 550 households.

After listening to the opinions of localities, departments and contractors, concluding the working session, Vice Chairman of the Provincial People's Committee Huynh Thanh Dien acknowledged the efforts of the investor, departments and localities to remove difficulties in implementing the project. However, the progress is still slow, especially the site clearance work in Vinh city. If not resolute, there is a risk of not meeting the required progress.

Vinh - Cua Lo Road is a large, key project of the province. To speed up progress, it is recommended that Party committees and authorities of districts, towns and cities focus on site clearance work for the project, mobilize the entire political system to participate resolutely, and prioritize time in inventory work, preparation, appraisal and approval of compensation and resettlement records.

At the same time, strengthen propaganda, mobilization, and transparency of policies and regimes in compensation work to ensure progress requirements.

Taking advantage of favorable weather, localities accelerated basic construction procedures and site clearance for resettlement sites, especially resettlement areas through Vinh city, resettlement areas serving residents of hamlets 9 and 18 of Nghi Phong commune (Nghi Loc).

At the same time, strengthen staff, speed up inventory work, and develop compensation plans for project site clearance, especially the section through Vinh city.

Localities create favorable conditions and mobilize communes, wards and households to lend roads to transport materials for the project to be completed soon. The Department of Transport will return the road to its original structure after the project is completed.

The Departments of Construction, Natural Resources and Environment, Finance, Planning and Investment shall promptly remove difficulties and obstacles according to their functions and tasks.
