Mr. Vuong Dinh Long said that he witnessed the incident where car 99L-2153 lost control and crashed into the Mai Hac De road. The car knocked down a sign and damaged about 40m of trees on the road. Before this incident, he called the Traffic Police and Vinh City Green Park Joint Stock Company. The police made a record of the scene and temporarily detained the car; the representative of Vinh City Green Park Joint Stock Company made a record of property damage and forced the driver to pay 13 million VND in compensation.

As for Vinh Urban Infrastructure Management and Development Joint Stock Company, because the sign was only collapsed and warped in some places and could be fixed, the company did not force the driver to reimburse the costs of restoring the sign.
