Early treatment of pollution caused by residual pesticides at Dien Quang Primary School
(Baonghean.vn) - Voters of Dien Quang commune (Dien Chau) requested that relevant agencies promptly take measures to handle the environmental pollution caused by pesticides at Dien Quang commune primary school.
Regarding this issue, the Department of Natural Resources and Environment issued Official Dispatch No. 3888/STNMT-BVMT dated July 21, 2016, responding as follows:
Dien Quang Primary School was built in an area near the old pesticide warehouse of Dien Quang Agricultural Cooperative. Currently, some classrooms of Dien Quang Primary School are exposed to the smell of pesticides in the air, creating an unpleasant smell that affects students and people in the surrounding area.
On October 28, 2014, after receiving feedback from the People's Committee of Dien Quang commune and teachers of Dien Quang primary school, the People's Committee of Dien Chau district issued Official Dispatch No. 1231/UBND-TNMT on handling pesticide contamination in 02 classrooms of Dien Quang primary school, requesting the Department of Natural Resources and Environment to consider handling.

The results of the study of records and related contents show that: The point of residual pesticides at Dien Quang Primary School, Dien Chau District is not on the list of environmental pollution points due to residual pesticides approved in Decision 1946/QD-TTG dated October 21, 2010 of the Prime Minister, located within the school campus, directly affecting the health of students, requiring timely handling measures.
However, because this is an emerging point, outside the Prime Minister's approved list, it is necessary to have an investment implementation policy from the Provincial People's Committee.
Therefore, the Department of Natural Resources and Environment issued Official Letter No. 4734/STNMT-BVMT dated November 17, 2014, proposing the Provincial People's Committee to allow the investigation and survey to determine violations and pollution levels at the pesticide residue point at Dien Quang Primary School. On November 19, 2014, the Provincial People's Committee issued Official Letter No. 8736/UBND-TN agreeing with the above policy and assigning the Department of Natural Resources and Environment to preside over and coordinate with relevant units to organize the implementation.

The Department of Natural Resources and Environment has coordinated with the People's Committee of Dien Chau district and the People's Committee of Dien Quang commune to develop a project: Investigate, assess, determine the scope and level of pollution and develop a plan to treat and restore the environment at the pesticide residue point at Dien Quang Primary School, Dien Chau district according to Decision No. 2698/QD-UBND dated June 26, 2015 of the Provincial People's Committee.
Based on the results of the investigation and survey, determining the scope and level of pollution of the consulting unit (Engineering Resources and Environment Company Limited), on May 6, 2016, the Appraisal Council according to Decision No. 5772/QD-Department of Natural Resources and Environment issued Appraisal Result Report No. 2239/BC-STNMT to the Department of Finance and the Provincial People's Committee. On May 24, 2016, the Department of Finance issued Official Dispatch No. 1201/STC-HCSN on the appraisal of the budget estimate for the implementation of the Environmental Pollution Treatment Project at Dien Quang Primary School, Dien Chau.

| Currently, the Project "Treatment of environmental pollution caused by residual pesticides at Dien Quang Primary School, Dien Quang Commune, Dien Chau District" is being submitted by the Department of Natural Resources and Environment to the Provincial People's Committee for approval in Submission No. 3179/TTr-STNMT dated June 16, 2016 with a total investment of VND 3,322,976,000 (Three billion three hundred twenty-two million nine hundred seventy-six thousand VND) and the Provincial People's Committee is considering approving the Decision. |
In addition, the Department of Natural Resources and Environment has also allocated environmental career funding for the project in 2016 of VND 400,000,000 (Four hundred million VND).
After the Decision approving the project, the Department of Natural Resources and Environment will implement the Project and advise the Provincial People's Committee to assign the People's Committee of Dien Chau district to develop a compensation and site clearance plan./.
