(Baonghean) - Dismantling illegal constructions on public land (Dong Cay Dua Stadium, Cong Thanh Commune - Yen Thanh) is a must to maintain discipline and the law. Parish priest Tran Van Phuc should proactively fulfill his civic responsibility before the law, direct the voluntary dismantling and return the stadium site to its original condition...

See Lesson 4 - Conscience and responsibility?

First of all, it must be seen that Dong Cay Dua Stadium has been operating under the management of Cong Thanh Commune Government since 2007 and has performed well, meeting the sports and cultural needs of the people of the 4 hamlets. The illegal construction on it only occurred when Priest Tran Van Phuc came to manage Ngoc Long Parish.

The priest is the one who initiated the illegal construction, so of course the priest must be responsible for organizing the demolition. It cannot be blamed on "the parishioners' objections" for not organizing the demolition of the illegal construction; even more so, it cannot legitimize the right to manage and use public works.

That responsibility of Priest Tran Van Phuc is simply the responsibility of a citizen before the law. It must be seen that the policy of our Party and State in resolving violations in religious activities is to ensure strictness and compliance with the provisions of the law, but in handling it, we always take the initiative to persevere, mobilize, and persuade the violating dignitaries, officials, and followers to clearly see and voluntarily remedy the consequences.

Regarding the incident that occurred at Dong Cay Dua Stadium in Cong Thanh Commune, it is clear that the government has shown goodwill and respect by persistently persuading Priest Tran Van Phuc to clearly understand right and wrong and voluntarily direct the dismantling of the illegal construction. If Priest Tran Van Phuc still deliberately drags on, then the government must intervene to handle the situation and organize the dismantling of the construction, which is in accordance with its function to strictly maintain discipline and the law of the country. That is natural, and it is a necessary and mandatory thing to do because before the law, organizations and citizens are all equal.

Priest Tran Van Phuc needs to respect the goodwill of the government to thoroughly recognize that: Whether Ngoc Long Parish or the government carries out the demolition of illegal constructions, it is simply an act of implementing the provisions of the State law, avoiding creating bad precedents that affect the discipline of the country and the great solidarity of the people. After returning the site to its original state when there were no illegal constructions, Dong Cay Dua Stadium is a project that serves the legitimate cultural and sports needs of the people of the 4 hamlets according to the planning. The beneficiaries here are none other than the parishioners of the 4 hamlets of Long Tien, Ru, Dong Rao, and Ngoc Thuong.

I think, as someone born into a family with a good foundation (father was a former party member, participated in local guerrilla activities, held key positions in the locality: Bac Lac Party cell secretary, commune police, head of the cooperative management board), with knowledge and intelligence (graduated from Da Nang University of Foreign Languages, graduated from Van Hanh Seminary (Ha Tinh) and Vinh Thanh Major Seminary (Nghi Dien, Nghi Loc, Nghe An), and now taking on the responsibility of shepherding the souls of his flock, Priest Tran Van Phuc should fulfill his duties and obligations as a citizen who "respects God and loves his country", and at the same time properly fulfill his responsibilities and promises as a priest, voluntarily cooperate with local authorities to overcome the consequences, voluntarily dismantle illegal constructions to ensure discipline and the law of the country. Only then can he be a parish priest with conscience and responsibility.

And that is also the wish of relatives, friends, parishioners of Thu Chi Parish (Thach Lac, Thach Ha, Ha Tinh) - simple, honest people who are always proud of the efforts and will to strive of a poor fishing village boy on the Lam River, who faced difficult circumstances but did not give up and rose up to become a talented and well-educated priest like today... It is the wish of the youth of Nghe An for a young parishioner of Nghe - Tinh who overcame difficulties to become famous in his homeland.

At the same time, it is also a way for Father Tran Van Phuc to "accompany his people, share a community of life with his people, because this homeland is where we are called by God to live as His children, this country is the mother's womb that carries us in the process of fulfilling our calling as children of God, this nation is the community that God gives us to serve as both citizens and members of the People of God...." contributing to "the glory of the country, the enlightenment of the religion" as in the spirit of the 1980 General Letter of the Vietnamese Bishops' Council.
