Amendment and supplement to the Law on Emulation and Commendation

On the morning of September 29, in Ho Chi Minh City, the National Assembly's Committee on Social Affairs held a meeting to explain the implementation of policies and laws on emulation and commendation. The meeting aimed to collect opinions in preparation for the review of the draft Law amending and supplementing a number of articles of the Law on Emulation and Commendation.

After 8 years of implementing the Law on Emulation and Commendation, the emulation movement has been carried out with attention by all levels and sectors. Currently, our country has 25 forms of state-level commendation with 42 levels of commendation. Out of a total of 78 ministries, sectors and central mass organizations, 8 units have established the Department of Emulation and Commendation; 50% of district-level administrative units nationwide have arranged specialized staff for commendation work. From 2007 to present, our country has awarded more than 733,000 Resistance Medals of all kinds, 62 Gold Star Medals and 200 Ho Chi Minh Medals. More than 8,600 cases have been awarded on special and unexpected topics. The review of emulation and commendation has basically followed the regulations and procedures as prescribed.

However, the implementation of the law still has shortcomings such as: the subjects have not been fully subsidized in all sectors, levels and economic sectors, the reform of administrative procedures is not strong, the emulation movement in many places is still formal... Many opinions say that: it is necessary to innovate the content and form of patriotic emulation movements in the direction of focusing on the grassroots, the regulations on emulation and reward standards must be strict and accurate, supplement the forms of reward for workers, farmers, direct laborers, and commend achievements to the extent, avoid overlapping rewards and cumulative achievements.

Ms. Truong Thi Mai, Chairwoman of the Committee for Social Affairs - 13th National Assembly said: "The draft law amending and supplementing a number of articles of the law on emulation and rewards will be submitted to the National Assembly for comments at the May 2013 session and is expected to be approved at the October 2013 session. Based on the assessment of the emulation and rewards situation, the advantages and difficulties in the implementation process, the law will be amended and supplemented to remove difficulties and create conditions for emulation and rewards to become more and more effective. This explanation session is also an opportunity for the Committee to gain more information and practical experience in the process of supervising law enforcement"./.
